The Investigation Police Agency (PC02) of Ha Tinh Provincial Police is investigating two criminal cases of "Lending at high interest rates in civil transactions" occurring in Ha Tinh province.

Based on the investigation documents, in the first case, from 2020 to present, the defendant Dang The Khanh (born in 1999, residing in Yen Binh village, Cam Binh commune, Cam Xuyen district) has been operating unsecured lending at his private home. During that time, Khanh has lent money to many people in Ha Tinh province, charging interest rates higher than the legal interest rate as prescribed in Article 468 of the Civil Code.

In the second case, since 2018, the defendants Phan Cong Sang (born in 1980, residing in Dong Thuan residential area, Duc Thuan ward, Hong Linh town) and Dang Quang Nam (born in 1990, residing in Quang Chiem village, Thanh Binh Thinh commune, Duc Tho) opened a pawn shop (at 427 Tran Phu street, Duc Thuan ward, Hong Linh town) and also operated unsecured lending activities. Since then, the defendants have lent money to many people in Ha Tinh province, charging interest rates higher than the legal interest rate as prescribed in Article 468 of the Civil Code.

However, because the above lending process took place over a long period of time, during the investigation, the defendants could not remember who they lent money to.
