The report at the conference said that, implementing Conclusion 137-KL/TW, dated March 28, 2025 of the Politburo and Secretariat on the Project to rearrange and reorganize administrative units at all levels and build a 2-level local government organization model, the Standing Committee of the Provincial Party Committee issued a plan to implement the Conclusion.

Overview of the meeting

The purpose of the Plan is to strengthen propaganda work, ensure awareness raising, unity within the Party, consensus among civil servants, public employees, Party members and people on the implementation of administrative unit arrangement and organization of 2-level local government. Ensure that before May 1, 2025, the process and procedures for submitting to the Government the Project on arranging commune-level administrative units; from July 1, 2025, the operation of district-level administrative units will end. Implement the arrangement of commune-level administrative units, reducing the number of commune-level administrative units by about 50%.

The plan emphasizes a number of key tasks in the coming time when implementing the Project on reorganizing commune-level administrative units: Developing a plan to transfer existing district-level staff to arrange commune-level staff, possibly increasing provincial-level cadres, civil servants and public employees to commune level.

Guide to ending the use of part-time workers at the commune level; assign local authorities to consider and possibly arrange part-time workers at the commune level who meet the requirements of the task to participate in work in hamlets and neighborhoods and implement regimes and policies for cadres who are not assigned work according to regulations.

Guiding the organization of public service units in the direction of: Maintaining the Education and Health service units and transferring to the commune-level authorities the management of junior high schools, primary schools, kindergartens, and health stations of the new grassroots units to ensure health care for people right at the grassroots level and ensure enough schools and classes for students in the grassroots area; for the Medical Center under the Department of Health, the provision of services will be organized according to the inter-commune and ward areas. For other service units: Based on the direction and guidance of the Central Government, streamline the focal points, ensuring the provision of basic and essential public services in the administrative units at the commune and inter-commune levels.

Develop plans and columns on mass media, do a good job of propaganda and ideology to make civil servants, public employees, and workers feel secure in their work, orient public opinion, ensure solidarity, create high consensus and unity among cadres, party members, civil servants, public employees, and people in implementing the arrangement of administrative units and organizing 2-level local governments.
