Good news for car buyers and sellers: Ho Chi Minh City pilots online vehicle registration transfer, eliminating cumbersome procedures

The Chairman of the Ho Chi Minh City People's Committee has just directed the pilot implementation of electronic ownership transfer transactions for vehicle registration on the Ministry of Public Security's Public Service Portal.

This is to organize a pilot electronic transaction for vehicle ownership transfer on the Ministry of Public Security's Public Service Portal (including motor vehicles and specialized motorbikes); reduce and simplify procedures for revoking vehicle registration certificates, license plates and vehicle name transfer registration procedures in Ho Chi Minh City.

Accordingly, the Chairman of the Ho Chi Minh City People's Committee requested the City Police, the Tax Department of Region II and relevant agencies and units in cases where people have performed electronic ownership transfer transactions to transfer vehicle ownership on the Ministry of Public Security's Public Service Portal, they will not require people to provide notarized vehicle purchase and sale contracts and continue to carry out the procedural steps as prescribed for the procedure of revoking the Vehicle Registration Certificate, license plate and Vehicle Registration Transfer procedures.

The Department of Justice is assigned to preside over and coordinate with the City Police, People's Courts at all levels and related units to review and clean up civil status data; standardize and update information on citizens' marital status into the integrated civil status database, share and synchronize with the National Population Database to serve exploitation and use in the process of handling administrative procedures in the electronic environment.

The City Police Department directed the local police to disseminate information about the utility, guide people to perform electronic ownership transfer transactions for vehicle name change on the Ministry of Public Security's Public Service Portal and carry out procedures to revoke vehicle registration certificates, license plates and vehicle name change registration procedures, without requiring people to provide notarized vehicle purchase and sale contracts.

Coordinate with the commune-level Justice Department to clean up civil status data, fully update citizens' marital status in the National Population Database; continue to propagate and mobilize people to activate and use level 2 electronic identification accounts.

The People's Committees of districts, towns and Thu Duc City direct agencies and units within their scope and authority to closely coordinate with the police force and People's Courts at all levels to regularly review and update marital status data, and combine comparison and cleaning of Civil Status data on the Civil Status Management Software operated by the Ministry of Justice , which has been synchronized and connected to the National Population Database.

At the same time, effectively implement the pilot implementation of electronic ownership transfer transactions for vehicle registration transfer on the Ministry of Public Security's Public Service Portal with the goal of reducing and simplifying procedures for revoking vehicle registration certificates, license plates and vehicle registration transfer procedures in Ho Chi Minh City.
