General Secretary To Lam: Without science and technology, the growth rate in 2025 will not be over 8%

Resolution 57 of the Politburo is not a political slogan but a practical action program for Vietnam to take off.

On the morning of May 29, at the Party Central Office, General Secretary To Lam, Head of the Central Steering Committee on Science , Technology, Innovation and Digital Transformation (S&T, I&T and CCI) chaired a meeting of the Standing Committee of the Steering Committee.

The meeting aims to assess the actual implementation of Resolution 57 of the Politburo , assess the positive and negative aspects and directions for implementation in the coming time. At the same time, the meeting also put forward a number of policies and orientations on the list of strategic technologies.

Speaking at the meeting, General Secretary To Lam emphasized that Resolution 57 of the Politburo plays a particularly important role, no country can become powerful with a weak science and technology.

General Secretary To Lam said that last week he received French President Emmanuel Macron and Hungarian President Sulyok Tamás; these Presidents are both very interested in the development of science and technology and want to cooperate with Vietnam in this field.

According to the General Secretary, if we continue to be “slow” in implementation, it will be very difficult to access the world’s advanced and modern science and technology. These are extremely urgent issues.

General Secretary To Lam emphasized that without science and technology, the growth rate in 2025 would not be over 8%, the tasks of the 13th Party Congress would not be completed, and there would be no basis for double-digit growth in the following terms. Resolution 57 is not a political slogan but a practical action program for Vietnam to take off.

Therefore, the implementation work must be regularly checked. Existing limitations and bottlenecks must be assessed and resolved promptly, without delay. According to the assessment of the standing agency, up to now, ministries and local branches have deployed and completed 103/600 tasks; there have been positive highlights in the implementation of Resolution 57, however, there are still shortcomings, bottlenecks, and overdue tasks that have not been completed.

General Secretary To Lam requested that in the coming time, ministries, branches and localities focus on removing difficulties and obstacles that arise during the implementation process. In particular, focus on immediately implementing a number of key tasks; heads of agencies, localities and units must strengthen inspection and supervision of the implementation of Resolution 57 at their workplaces, with the spirit of not waiting and specifying the tasks that must be implemented, with regular and continuous assessments and summaries.

In addition, it is also necessary to strengthen training programs for officials, civil servants, public employees and workers on digital transformation, innovation, especially the application of science and technology in real life.

General Secretary To Lam requested the Party Committee, Government, and National Assembly to direct the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Education and Training, and relevant agencies to closely coordinate with the National Assembly's Committees on Law and Justice, Science, Technology and Environment, and Economy and Finance to absorb and complete the draft laws being submitted to the National Assembly for consideration and approval at the 9th session of the 15th National Assembly, such as the Law on Science, Technology and Innovation; Law on Digital Technology Industry; Law on State Budget; Law on Investment; Law on Teachers... to ensure the removal of bottlenecks and the synchronization of regulations to create momentum for development.

Ministers of the Ministries of Finance, Science and Technology, Education and Training, Public Security, Home Affairs, Agriculture and Environment, and relevant agencies remove difficulties and obstacles in implementing the "three-party" cooperation model (state - school - enterprise), developing smart cities, and developing high-tech zones.

General Secretary To Lam also requested the Ministry of Science and Technology to continue to proactively coordinate with relevant ministries and branches to perfect institutions and legal regulations to attract domestic and international talents, prepare good human resources for the implementation of Resolution 57 of the Politburo, and make practical contributions to the country's development.

General Secretary To Lam requested that by the end of June 2025, it is necessary to complete the development and promulgation of regulations on the mechanism for collecting, updating, sharing and exploiting national data on science and technology, innovation and digital transformation; clarify the responsibilities of ministries, branches and localities in providing information on capacity, research and development activities, and finances of enterprises and scientific and technological organizations, ensuring accuracy, timeliness and synchronization. Urgently complete and submit to the Government for promulgation a Decree regulating public-private partnership policies to develop national science and technology, innovation and digital transformation...

On the same day, at the Party Central Office, the announcement and launch ceremony of the National Advisory Council of the Central Steering Committee on Science and Technology Development, Innovation and Digital Transformation took place. Comrade Le Hoai Trung, Secretary of the Party Central Committee, Head of the Party Central Office, was the Chairman of the Council.
