On the afternoon of May 7, the National Assembly discussed in groups the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution; the draft Law on Organization of Local Government (amended); and the draft Law on Cadres and Civil Servants (amended).

Participating in the group discussion, National Assembly Chairman Tran Thanh Man said that in the past 5-6 months, the Politburo , the Secretariat, the Central Committee, the National Assembly, and the Government have met continuously to implement the policy of streamlining and reorganizing the apparatus of the entire political system. To serve the second phase: merging communes, ending the operation of the district level, and merging a number of provincial-level administrative units, the task is to amend and supplement the Constitution, the Law on Organization of Local Government, and a number of related laws. Everyone wants to build a streamlined, strong, efficient, effective, and efficient apparatus.
The scope of this amendment and supplement is only limited to 8/120 articles of the 2013 Constitution and is only amended to serve the task of restructuring the apparatus, not expanding to other contents for immediate implementation.

Raising the issue of decentralization and delegation of power that many delegates are interested in, National Assembly Chairman Tran Thanh Man stated that in this session, the National Assembly plans to pass 34 laws and give initial opinions on 6 draft laws, all in accordance with this spirit, "whatever can be decentralized to localities is decentralized", so that in the future, localities will not have to go to the Central Government anymore but will take the initiative to implement. In the coming time, the amendment of the State Budget Law will also strongly decentralize to localities.
The spirit of the Party Central Committee, the Politburo, General Secretary To Lam, and the National Assembly Standing Committee is strong decentralization to localities, localities decide, localities do, and localities take responsibility.
“We truly decentralize so that localities have resources and can take the initiative, without having to go to the Central Government. The National Assembly will not manage the list of public investment projects, nor will it manage the money list, but only through general revenue and expenditure, assign the Government to allocate to localities. Decentralization to localities, under the leadership of the Provincial Party Committee, the management of the People's Committee, and the supervision of the People's Council, will make the works and projects faster and more effective, overcoming the current situation of disbursement in many localities which is very slow due to too many procedures and regulations. If we submit it to this level and approve it in an air-conditioned room, it will not be practical,” the National Assembly Chairman emphasized.
According to the National Assembly Chairman, the National Assembly's approval of amendments and supplements to the Constitution at this session will create conditions for perfecting the legal system and creating a foundation for restructuring the apparatus. If we can streamline the apparatus to be lean, strong, efficient, effective, and efficient, we will have more resources to develop the country.
For example, it is the arrangement of the apparatus that the Government has just submitted to the National Assembly for decision on tuition exemption policies for all levels of education from preschool to high school with resources of about 30,000 billion VND. Recently, General Secretary To Lam chaired a meeting with the health sector on the roadmap for exemption and reduction of hospital fees, hoping that people must have a health check-up at least once a year and free of charge. The arrangement of a streamlined, efficient, effective, and efficient apparatus, digital transformation, and the use of artificial intelligence... will help us have more resources to implement more such social security policies.
Sharing a current concern of the people is the issue of abandoned and wasteful headquarters after the restructuring of the apparatus, the merger of provinces and communes, the National Assembly Chairman stated that in the past 3 months, the Politburo and the General Secretary have given very strong direction on this issue. Accordingly, first of all, priority is given to renovating, repairing and adjusting functions to serve education; second, to serve the health care of local people; third, to become places of entertainment for the people.
