Education before great opportunity

First of all, the policy of abolishing the issuance of junior high school graduation certificates and decentralizing the authority to confirm the completion of generaleducation programs is an inevitable requirement to meet the practical requirements of education management and approach international practices. The empowerment of the head of an educational institution in confirming and granting certificates is a concrete step in clearly defining the authority and responsibility between the central and local levels, between the management agency and the implementing agency, in line with the trend of modern administration, streamlining the apparatus, increasing operational effectiveness, and contributing to eliminating unnecessary administrative intermediaries.

The draft law also focuses on cutting and simplifying over 50% of administrative procedures in the education sector to create maximum convenience for learners, educational institutions and investors. These adjustments are expected to help shorten processing time, reduce costs and paperwork for learners and investors; facilitate the implementation of online public services in the education sector; remove bottlenecks, promote investment in non-public education and expand autonomy for educational institutions...

Education has always received the most attention from the people. The Party and the State have had many policies to implement the policy of "education is the top national policy". Because, a country that wants to develop cannot lack a quality, modern education and training system that meets the requirements of training qualified human resources, in line with international trends.

However, although our country's education system has achieved remarkable results, it still has many shortcomings and has not met the expectations of people who have a tradition of loving to learn. That requires continuing to comprehensively reform education and, more importantly, to make breakthroughs.

Vietnam is implementing the "strategic quartet" according to the Politburo 's resolutions: developing breakthroughs in science and technology, innovation, digital transformation (Resolution 57); international integration in the new situation (Resolution 59); innovating the work of building and enforcing laws (Resolution 66); developing the private economy as the most important driving force of the national economy (Resolution 68).

The Government Party Committee Standing Committee is also directing the development of a draft resolution of the Politburo on breakthroughs in education and training development, aiming to complete universal high school education, universal English, digital literacy and artificial intelligence at each level of education by the end of 2035. This context is creating a great opportunity to solve "bottlenecks" in education, thoroughly overcoming the limitations that society has long "complained about".

The Politburo's Resolution on breakthroughs in education and training development and the Law amending and supplementing a number of articles of the Education Law will create a major shift for education to meet the expectations of all people, effectively serving the common goal of bringing our country into a new era - an era of development, prosperity and national strength.
