Streamlining the apparatus: Unifying from perception to action

Synchronous and drastic implementation

Immediately after Resolution No. 18 was issued, the Standing Committee of the Tuyen Quang Provincial Party Committee directed Party committees at all levels, Party organizations and relevant agencies to disseminate, study and implement the resolution in various forms. Online conferences, dissemination documents and specific action programs were deployed to ensure that all cadres, Party members and people clearly understood the goals and significance of the work of reorganizing the apparatus. The Provincial Party Committee and the Standing Committee of the Provincial Party Committee issued specific plans to implement Resolution 18, including 8 regular tasks and specific roadmap goals for implementation. Agencies and units, based on their functions and tasks, concretize the goals, viewpoints, tasks and solutions of the Resolutions and Plans of the Central and the provinces into plans and projects suitable to the realities, characteristics, conditions and political tasks of their localities, agencies and units in order to restructure the organization, reduce intermediary contacts and streamline the payroll, which is implemented synchronously from the provincial to grassroots levels.

Implementing Resolution 18, the province has reorganized and streamlined the apparatus at all levels from the provincial to the grassroots. By 2021, the province has completed the organizational restructuring of 34 provincial-level agencies, reducing 2 agencies (the Provincial Health Care and Protection Board and the Provincial Business Bloc Party Committee) and 79 internal focal points; reducing 49 departments under the branch and equivalent; reducing 6 deputy heads of provincial-level agencies and 107 deputy heads of provincial and district-level departments. District and commune-level administrative units have also been reorganized in the direction of reducing intermediate levels and reducing the number of management leaders. The district and commune-level political system has also been streamlined, ensuring reduction of regular expenditures and reform of the salary regime.

The province has piloted many new organizational models, such as: Merging the District Party Committee's Organization Board with the District Internal Affairs Department, the District Party Committee's Inspection Committee with the District Inspectorate in Lam Binh, Yen Son, and Son Duong districts. Deploying the model of Party Committee Secretary concurrently being the Chairman of the People's Committee in 15 communes and District Party Committee Secretary concurrently being the Chairman of the District People's Committee in Lam Binh district. These models not only help reduce focal points and save resources, but also improve the efficiency of the local government apparatus.

By 2022, the whole province will have 589 public service units, a decrease of 68 public service units, a decrease of 161 focal points of public service units; and a decrease of 52 leaders managing service units.

Up to now, the province has 138 commune-level administrative units, a reduction of 3 communes; 693 villages, hamlets, and residential groups have been arranged and merged to form 334 new villages, hamlets, and residential groups. After the arrangement and merger, there are 1,733 villages and residential groups, a reduction of 363 villages and residential groups. Implementing the arrangement and reduction of 1,785 part-time workers in villages and residential groups receiving allowances from the state budget. Thereby, contributing to streamlining the team, creating conditions to increase allowances, and increasing income for part-time workers, contributing to improving the effectiveness and efficiency of the political system at the grassroots level; promoting the self-management role of the community.

Regarding staff streamlining, the whole province has reduced 1,684 positions in the 2015-2021 period, including positions in the Party, mass organizations and government.

The province has developed and applied new regulations on payroll management, job placement and civil servant structure. Administrative procedure reform has been strongly promoted with the establishment of the Public Administration Service Center, providing 1,427 administrative procedures of departments, branches and sectors. The settlement of administrative procedures has been streamlined, with 99% of records being settled on time. In particular, online public services at levels 3 and 4 have been deployed, improving transparency and efficiency in state management. This not only helps reduce the burden on people but also clearly demonstrates the role of the government in serving the people effectively.

Strong spirit, high consensus

One of the important factors contributing to the province’s success is the spirit of determination and not waiting among the levels of government. Agencies have proactively carried out their tasks in the spirit of “running and lining up at the same time”, ensuring that work continues continuously and without interruption. In addition, effective propaganda has created a high consensus among the people, thereby promoting the support and active participation of the community in the process of organization and arrangement.

The speech of the Provincial Party Secretary Ha Thi Nga at the Provincial Party Standing Committee Conference on summarizing the implementation of Resolution No. 18 emphasized: Summarizing Resolution No. 18 is an especially important task, which must be carried out with the highest determination, drastic actions to continue to innovate, organize and streamline the political system of the province to operate effectively and efficiently; urgently, responsibly, proactively and decisively in performing assigned tasks; identifying priority work contents and coordinating effectively in the implementation process.

The task of streamlining the organizational apparatus is very difficult and complicated, directly affecting each person in each organization; therefore, it requires solidarity, unity, consensus, and high determination. At the same time, it is necessary to strengthen propaganda work, orient public opinion, create high unity within the Party and the entire political system, and consensus among the people on the policy, requirements, and tasks of streamlining the organizational apparatus in the new situation.

Tuyen Quang continues to affirm its determination to reorganize and perfect the political system in a more streamlined, stronger and more effective manner. The province is focusing on improving the quality of its staff, improving the operational efficiency of administrative agencies, and promoting the combined strength of the whole society to meet the development requirements in the new period.
