In 1831, the 12th year of the Minh Mang Dynasty, Bac Ninh Town was changed to Bac Ninh Province. In October 1895, the French colonialists divided Bac Ninh Province into two provinces, Bac Ninh and Bac Giang.

Mr. Nguyen Dinh Ngan believes that the two provinces of Bac Ninh and Bac Giang share the word Bac. That word has historical and geographical significance so it should be kept. The second word needs to be considered, the new province is near the capital Hanoi, around the capital there are Ha Dong and Ha Nam, if calling Ha Bac is convenient. The word Bac must be placed later to avoid duplicating the phrase Bac Ha.
