Bac Lieu Provincial Party Committee issues Project to end district-level activities

* Establishing the organizational structure of the newly established commune and ward political system

On May 14, 2025, the Executive Committee of the Bac Lieu Provincial Party Committee issued Master Plan No. 18 to end district-level activities and establish the organizational apparatus of the newly established commune and ward political system.

The project sets out the principle of ending district-level activities and establishing a new political system of communes and wards to ensure streamlining and reducing intermediate levels; building and consolidating a strong commune-level political system, close to the people, practically improving the spiritual life of the people.

According to the Project, the Provincial Party Executive Committee will decide on the establishment of Party Committees of communes and wards under the Provincial Party Committee; the Provincial Party Standing Committee will decide on the appointment of the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman, Deputy Chairman of the Inspection Committee of the Party Committee of communes and wards for the 2020-2025 term and the 2025-2030 term.

The staff of a newly established commune or ward party committee shall not exceed 17 cadres, civil servants, and public employees; the local government at the commune level (People's Council, People's Committee) shall be arranged with no more than 32 staff.

End the use of non-professional workers at the current commune level from August 1, 2025.

For the agencies of the Vietnam Fatherland Front Committee, socio-political organizations, and mass organizations assigned tasks at the district level by the Party and State, the Project will end operations and transfer the tasks of these agencies to the provincial and commune levels after the merger for implementation.

For the agencies of the Vietnam Fatherland Front Committee, socio-political organizations, and mass organizations assigned by the Party and State to commune-level tasks, the Provincial Party Committee has a separate project.

For the Public Security, Military, People's Court, and People's Procuracy agencies, the Project is directed to be implemented in accordance with the direction of the Central Government and higher-level vertical sectors, ensuring the roadmap according to regulations.

* Also on May 14, the Provincial Party Executive Committee issued Project No. 19 to end the activities of Party Committees of districts, towns, cities and Party Committees of communes, wards and towns.

Accordingly, after the Resolution of the National Assembly and the National Assembly Standing Committee on implementing two-level local government, the Provincial Party Committee will decide to end the activities of 7 district-level Party Committees and 64 commune-level Party Committees before rearranging them in accordance with Party regulations.

The current Party Committees and Party cells under the district and commune level Party Committees will be transferred to the new commune and ward Party Committees.
