Provincial People's Court deploys tasks in 2024

On the afternoon of January 12, the Provincial People's Court held a conference to review the work of the two-level People's Court in 2023 and deploy tasks for 2024. Comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee attended and directed the conference. Also attending were representatives of the leaders of the Provincial Internal Affairs Emulation Bloc.

The draft report and the presentations at the conference stated: In 2023, the People's Courts at 2 levels of Ha Nam province actively implemented the directives and resolutions of the Party, the policies and laws of the State, the directions and tasks set forth by the Supreme People's Court and the province. Implementing judicial power according to the provisions of the Constitution ensures that the procedural activities of the investigation and prosecution agencies are all inspected and publicly proven in court, contributing to making decisions and judgments in accordance with the law.

Effectively implement solutions to improve the quality of litigation in court in the spirit of judicial reform (CCTP). Cases are accepted, resolved, and tried within the time limit prescribed by law. The quality of handling and trying all types of cases is improved; ensuring that handling, trying, and issuing judgments and decisions are well-founded, objective, and in accordance with the law, preventing wrongful convictions or letting criminals escape.

The results of resolving and trying cases reached 91.7%. The Provincial People's Court resolved and tried 4 cases with 10 defendants under the supervision and direction of the Provincial Steering Committee on Anti-Corruption and Negative Practices (PCTN, TC). The People's Courts at 2 levels coordinated with the agencies to develop and try 99 typical cases with 112 defendants; organized 42 cases to gain experience as required by CCTP; and publicly announced 923 judgments and decisions on the court's electronic information portal. Many particularly serious and complicated criminal cases that the public was interested in were promptly and strictly tried, ensuring compliance with legal regulations.

The work of resolving and adjudicating civil, commercial, labor and administrative cases must be in accordance with the law, protecting the legitimate rights and interests of state agencies, organizations and citizens. Performing well the work of mediation in resolving civil cases, dialogue in resolving administrative cases. The work of enforcing criminal judgments, considering the application of administrative measures in court, resolving complaints and denunciations (KN, TC), and drawing experience in adjudication must be timely and in accordance with regulations.

In 2024, the People's Courts at 2 levels of Ha Nam province set out 7 key tasks to focus on. Accordingly: Continue to effectively implement the codes, laws, ordinances, and resolutions passed by the National Assembly and the National Assembly Standing Committee related to the activities of the courts, resolutions of the Central Steering Committee for Judicial Reform on judicial work and judicial reform. Strictly implement the regulations of the Party and State on the management of cadres and party members; regulations on handling the responsibilities of judicial position holders in the People's Court; the code of ethics and conduct of judges, the code of conduct of cadres and civil servants of the People's Court sector. Speed up the progress and improve the quality of handling and adjudicating all types of cases, striving to achieve and exceed the targets set by the National Assembly, the Supreme People's Court, and the Provincial People's Council.

Focus on doing well the mediation work in resolving civil cases according to the Directive of the Chief Justice of the Supreme People's Court; pay attention to dialogue in administrative cases, public reception, and settlement of complaints and denunciations. Strengthen coordination with relevant agencies in the process of performing the court's tasks. Implement well the signed coordination regulations; coordinate well with the agencies conducting the proceedings, ensuring unity in the perception of law enforcement; closely and promptly coordinate with the police and the procuracy right from the initiation, investigation, prosecution, and trial of typical, complicated cases of public concern.

Improve the quality and efficiency of judicial administrative activities, enhance the application of information technology in professional activities, management and operation activities, ensure publicity and transparency in the activities of the People's Courts at 2 levels. Promote the study and follow of Ho Chi Minh's ideology, morality and style with the consistent theme of "Serving the public, following the law, being impartial and impartial" according to the motto "Being close to the people, understanding the people, helping the people, learning from the people"...

Speaking at the conference, Comrade Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee, acknowledged and commended the achievements in 2023 of the People's Courts at two levels in the province. Regarding the tasks in 2024, the Standing Deputy Secretary of the Provincial Party Committee requested the People's Courts at two levels of Ha Nam province to continue to propagate, thoroughly grasp, and effectively implement the resolutions, directives, conclusions, and leadership and direction documents of the Central Government and the province. Improve the quality of trials, focus on litigation activities in court in the spirit of CCTP; minimize the level of annulled or amended cases; improve the quality, accuracy, feasibility, and judgments of the court, especially the application of penalties, to prevent wrongful convictions and criminals from escaping; promptly and strictly try cases under the supervision and direction of the Provincial Steering Committee on Anti-Corruption and Discipline.

Proactively and actively coordinate with the agencies conducting the proceedings to develop key cases and conduct strict trials; organize well the experience-sharing sessions according to the requirements of the CCTP. Improve the quality and efficiency of judicial administrative activities, enhance the application of information technology in professional activities and management and operation activities, ensure publicity and transparency in the activities of the People's Courts at 2 levels in the province. Strictly implement the publicity of court judgments and decisions, ensure the people's right to access information, create conditions for the people and elected agencies to supervise the activities of the court. Cadres and civil servants of the People's Courts at 2 levels in the province need to regularly study, cultivate, improve their political capacity, professional capacity, ethical qualities, and professional qualifications to meet the requirements of the assigned tasks.

At the conference, 1 individual was awarded the Second Class Labor Medal; 2 collectives and 1 individual were awarded Certificates of Merit from the Prime Minister; many collectives and individuals were awarded emulation flags, certificates of merit, and certificates of merit from the Supreme People's Court, the Provincial People's Committee, and the Chief Justice of the Provincial People's Court for their outstanding achievements in 2023./.
