The 13th National Party Congress has made a strong point of the issue of cultural and human development in the overall development direction of the country. Culture is considered one of the pillars of development, the spiritual foundation, the driving force and resource for development. In particular, at the 2021 National Cultural Conference, the late General Secretary Nguyen Phu Trong emphasized: "Culture is the soul of the Nation, expressing the identity of the Nation. If culture exists, the Nation exists" .
Recognizing the importance of culture for the development of Quang Nam province; continuing to implement the Resolution of the 13th National Party Congress and the direction of the late General Secretary Nguyen Phu Trong associated with the concretization of the implementation of "National value system, cultural value system, family value system and Vietnamese human standards in the new period", today, the Standing Committee of the Quang Nam Provincial Party Committee and the Regional Political Academy III jointly organized a scientific workshop with the theme: "Identifying and promoting cultural values and people of Quang Nam in the new period", on behalf of the Standing Committee of the Provincial Party Committee, the Organizing Committee of the workshop, I would like to sincerely thank the leaders, scientists, and delegates for taking the time to attend the workshop today, I wish you good health and a successful workshop.

Quang Nam is a land with a rich cultural tradition. Due to the characteristics of its geographical location, history and the exchange and accumulation of culture... Quang Nam culture was formed with many unique and characteristic values; Quang Nam people with the will to rise up, to commit, to be brave, creative, heroic, courageous, bold, resolute, noble, and humane, so that at historical moments, these values are prominently and positively present. Thanks to that, through many ups and downs throughout history, with the traditional cultural foundation of the land of "spiritual land and talented people" as a fulcrum, the Party Committee, government and people of Quang Nam province have always been proactive, creative, united, joined hands, unanimously, overcoming all difficulties and challenges, heroically fighting against foreign invaders, protecting the Fatherland and striving to compete to build and develop the homeland.

Quang Nam has cultural resources crystallized by the capital formed from a system of rich and unique tangible and intangible cultural values. Talking about Quang Nam culture means talking about typical and unique tangible cultural heritages. Currently, Quang Nam province has 458 ranked relics; of which, there are 4 special national relics (Hoi An Ancient Town and My Son Sanctuary are both special national relics and World Cultural Heritage), 67 national relics, 387 provincial relics along with the Cu Lao Cham - Hoi An World Biosphere Reserve. Besides the tangible heritage system, Quang Nam province also has the richness and diversity of intangible cultural forms, of which, the art of Bai Choi has been honored by UNESCO as a representative intangible heritage of humanity.
Currently, cultural resources are being identified with cultural industries. Among the 13 cultural industries, the potential and advantages of Quang Nam are present in many industries; in which, the cultural tourism industry is prominent. This is identified as an important resource that not only meets the spiritual needs of the people in the province and domestic and foreign tourists when coming to Quang Nam, but also is the shortest "way" to promote the image of Quang Nam to the people of the whole country and the image of Vietnam to international friends. Hoi An Ancient Town and My Son Sanctuary are considered national assets, one of the identifying characteristics of Vietnam tourism.

Looking back over 27 years of re-establishment, Quang Nam has achieved many important and comprehensive achievements in all fields. From a purely agricultural province among the poorest provinces in the country, Quang Nam has balanced its budget and contributed to the Central Government since 2017. Economic growth has been high for many consecutive years. Many large projects in the automobile industry and high-end resort tourism have come into operation, creating a spillover effect for economic development. Chu Lai Open Economic Zone continues to be a bright spot, maintaining its leading role in growth. Thaco Truong Hai is developing, especially in the mechanical and automobile industries, contributing a large amount to the budget, creating many jobs and promoting economic restructuring towards industrialization not only for Quang Nam but also for the whole country and is moving towards global competition.
The cultural industry has achieved encouraging initial results. The investment budget for the cultural sector has been gradually increased. International cultural and foreign exchange and cooperation activities have been vibrant, achieving many results, contributing to promoting Quang Nam culture to the region and the world; at the same time, absorbing the quintessence of world culture to enrich Quang Nam culture; creating a premise and a solid foundation for Quang Nam province to develop rapidly and sustainably in the coming time.

Today's workshop took place over a period of 1 session with nearly 150 delegates attending in person. With the aim of clarifying theoretical and practical issues in identifying, arousing and promoting cultural and human values, creating resources for Quang Nam to develop rapidly and sustainably in the new situation; with an objective, scientific, dedicated and responsible spirit, we hope that scientists and delegates with their own research results and practical experience in leadership and direction will exchange and discuss to deepen some issues on identifying and promoting cultural and human values of Quang Nam in the new period.
In that spirit, I declare the conference open; I respectfully wish the leaders of the Central Propaganda Department, the Ministry of Culture, Sports and Tourism, the leaders of the Regional Political Academy III, the delegates and scientists good health, happiness and success.
