Dear compatriots, comrades and voters nationwide!
First of all, I would like to sincerely thank the National Assembly for trusting and electing me and entrusting me with the important responsibility of President of the Socialist Republic of Vietnam; I would like to sincerely thank the Party Central Committee, General Secretary Nguyen Phu Trong and the Party and State leaders for trusting and recommending me to take on this noble responsibility.
I am deeply aware that this is an honor, a great responsibility, and at the same time an opportunity to, together with the Central Executive Committee, the Politburo, and the Secretariat, devote all our efforts and intelligence to serving the country and the people on the path that our Party and Uncle Ho have chosen.
I would like to forever engrave and express my infinite gratitude for the immense contributions of the great President Ho Chi Minh, the genius leader of our Party and our people, of our predecessors, of millions of heroic martyrs who fought bravely and sacrificed for the independence, sovereignty, unity and territorial integrity of the Fatherland, for socialism, for noble international duties; the great contributions of the People, who have sacrificed themselves in labor, creativity to build and protect our beloved socialist Fatherland of Vietnam.
Under the wise, talented and sensitive leadership of the Party; the decisive participation of the entire political system, the joint efforts and consensus of the People; the support and assistance of international friends, our country has never had such a foundation, potential, prestige and international position as it does today. These are extremely important premises for me to be able to successfully fulfill the responsibilities assigned to me as President; on the other hand, it also sets higher requirements and expectations in the new development stage to create new miracles, for the goal of "rich people, strong country, democracy, fairness, civilization".
Deeply aware of the great responsibility before the Party, the State and the People, I promise to seriously and fully perform the duties and powers of the President as stipulated in the Constitution; actively carry out the domestic, foreign, national defense and security tasks of the country; together with the entire Party, the entire people, the entire army and organizations in the political system, promote to the highest level the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride"; strive to successfully implement all policies and guidelines of the Party, first of all the Resolution of the 13th National Congress of the Party, strive to successfully complete the country's goal of 100 years under the leadership of the Party, 100 years of founding the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam, turning our country into a developed, high-income country, following the socialist orientation.
On the basis of steadfastly applying and creatively developing Marxism-Leninism, Ho Chi Minh Thought and the Party's renewal policy, independence, sovereignty, unity, territorial integrity, national and ethnic interests are paramount; the happiness and prosperity of the people are foremost, I will closely coordinate with relevant agencies, focus on effectively implementing the tasks of building and perfecting the law; building a Socialist rule-of-law State of Vietnam of the people, by the people and for the people in the new period; creating a modern, effective, advanced and developed national governance; a professional, rule-of-law and modern administration and judiciary; signing international treaties in the name of the State; taking care to build, consolidate and strongly develop the great national unity bloc associated with implementing social progress and justice, improving the quality of life and happiness of the people; Lead and organize, carry out practical and effective patriotic emulation movements associated with studying and following Ho Chi Minh's ideology, morality and style.
Together with comrades in the Central Executive Committee, the Politburo, and the Secretariat, continue to improve the Party's leadership capacity, governing capacity, and fighting strength; resolutely and persistently fight against corruption and negativity, prevent and repel degradation, "self-evolution", and "self-transformation"; strengthen the close relationship between the Party and the People; promote socialist democracy while consolidating order and discipline; focus on leading the building of an advanced Vietnamese culture imbued with national identity, truly an endogenous resource and driving force for development. Comprehensively and synchronously promote the cause of national innovation and modernization.
Firmly and effectively implement the foreign policy of multilateralization and diversification of foreign relations, imbued with the diplomatic identity of "Vietnam's bamboo tree", proactively and actively integrate into the international community; closely combine the Party's foreign affairs with state diplomacy and people's diplomacy; highly promote the strength of great national unity with the strength of the times, contributing to promoting and deepening the relationship between our country and other countries, especially neighboring countries, traditional friends and major countries; maintain a peaceful and stable environment; effectively handle, early and from afar, all challenges to the task of protecting the Fatherland; continue to accumulate position and strength, consolidate the role and position of Vietnam in world politics, the global economy and human civilization.
Focus on directing the effective implementation of the Resolution of the 8th Conference of the 13th Party Central Committee on the Strategy for National Defense in the new situation; firmly consolidate the "people's hearts" on the basis of the all-people national defense posture, the all-people national defense, the people's security posture, and a strong people's security; build a truly clean, strong, disciplined, elite, and modern armed force to meet the requirements and tasks of building and defending the Fatherland and international integration.
I promise to unite and unify the Party Central Committee, the Politburo, the Secretariat, and key leaders, to constantly practice and cultivate revolutionary ethics, uphold the responsibility of setting an example, strive and make efforts to overcome all difficulties to successfully complete the tasks; continue and inherit the revolutionary achievements that have been achieved; together with the entire Party, the entire people and the entire army, promote the glorious traditions and valuable experiences of our Party and our nation, strongly promote the cultural identity, spirit and intelligence of Vietnam; strengthen the connection between ideology and action, do our best to meet the requirements of the revolutionary cause in the new period and the trust of our entire Party, people and army.
With the unity between “the Party’s will and the people’s heart”, combined with the determination and will to develop of the nation in the cause of building and firmly defending the socialist Fatherland of Vietnam; with the Party’s wisdom, mettle and correct, strong and wise decisions, and the support of the people, we firmly believe that our country will develop more and more prosperously, our people will become more and more prosperous and happy, our nation will become more and more prosperous and everlasting, steadily moving towards socialism, successfully realizing the wishes of the great President Ho Chi Minh and the aspirations of the entire nation.
I respectfully hope to receive the direction, support and close coordination of the Party Central Committee, the National Assembly, the National Assembly Standing Committee, the Government, the Supreme People's Court, the Supreme People's Procuracy, the Vietnam Fatherland Front and its member organizations, ministries, branches, localities and compatriots, comrades and soldiers nationwide, and our compatriots abroad, so that I can fulfill my assigned responsibilities.
Once again, I would like to express my sincere and deep gratitude for the trust the Party, State and People have placed in me with this great responsibility.
I wish General Secretary Nguyen Phu Trong, leaders and former leaders of the Party, State, Vietnam Fatherland Front, veteran revolutionaries, National Assembly delegates, and distinguished guests good health and happiness.
