In addition, Party committees and authorities at all levels must pay attention to, promptly detect, nurture, and prepare necessary conditions for potential factors to become the next generation of prestigious people, abundant and strong. Policies for prestigious people must be timely, adequate, and practical. In addition to the regulations of the Central Government, Party committees and authorities at all levels need to study to have more policies for prestigious people suitable to the conditions, characteristics, and specific situations of the unit and locality, especially in supporting and equipping necessary conditions for prestigious people to operate.
