General Secretary: "Lifelong learning helps every citizen become a useful person"

According to General Secretary To Lam, lifelong learning is not only an individual need of each citizen, but also the key to improving people's knowledge, helping each citizen become a useful person for society.

On the afternoon of September 16, at the Party Central Committee Headquarters, General Secretary To Lam chaired a meeting of the Central Standing Committee of the Vietnam Association for Promoting Education .

Also attending the meeting were Politburo members, Party Central Committee Secretaries: President of the Central Committee of the Vietnam Fatherland Front Do Van Chien, Head of the Central Propaganda and Education Commission Nguyen Trong Nghia; Party Central Committee members: Deputy Prime Minister Le Thanh Long, Chief of the Party Central Committee Office Pham Gia Tuc, Minister of Education and Training Nguyen Kim Son.

Join hands to build a learning society

Reporting on the activities of the Vietnam Association for Promoting Education in the new situation, Prof. Dr. Nguyen Thi Doan, former member of the Party Central Committee, former Vice President , President of the Vietnam Association for Promoting Education, said that established on October 2, 1996, according to Decision No. 122/QD-TTg dated February 29, 1996 of the Prime Minister, the Association has 3 main tasks: Encouraging and promoting the movement of regular learning among the people, creating conditions for all citizens to be fair and equal in learning.

Support teaching and learning activities in the education system from kindergarten to university through learning models, create learning conditions for poor students, encourage students with good academic performance, and help teachers in difficult circumstances.

The Association acts as the core, unites and coordinates with social forces to join hands in building a learning society, in which everyone voluntarily learns, learns for life and also has the responsibility to help others learn.

The Association currently has more than 27 million members, which is the core force in implementing tasks assigned by the Party and State.

Those who participate in the education promotion work are all dedicated people, understand the role of education, learning promotion and talent promotion, so they all show high responsibility and passion for the career of educating people.

The Association has a relatively wide information and propaganda network; promptly deploys the Politburo's Resolutions on education, science and technology, and the General Secretary's articles. This is a new breath of life, both reminding and encouraging, and requiring everyone to study for life to serve the country and develop themselves.

The Vietnam Education Promotion Fund and all levels are 100% formed from socialized resources. The Associations at all levels have awarded scholarships to millions of adults and children with excellent academic achievements, students who have excelled in their studies, creating opportunities for thousands of poor students to continue to have the opportunity to go to school.

The Association has built and expanded many learning models: "Learning Family", "Learning Clan", "Learning Community", "Learning Unit"; built a Family and Clan Learning Promotion Fund; developed the "Vietnamese Talents" Award model, "Learning Promotion - Self-learning to become talented" and scholarships named after President Ho's teachings "Learning never ends"...

These models have contributed to promoting the building of a learning society and promoting a culture of lifelong learning.

Innovation in operating methods, close to the grassroots

After listening to the opinions of the delegates of the Vietnam Association for Promoting Education, speaking at the meeting, General Secretary To Lam acknowledged, commended and highly appreciated the activities and achievements of the Association for Promoting Education nationwide in recent years.

This is the passion and responsibility of the Central Executive Committee of the Association, the Association's organizational system in all localities and over 27 million members nationwide.

Faced with the new context and requirements, the Vietnam Association for Promoting Education needs to continue to innovate its methods of operation, making practical contributions to the goal of building a learning society, arousing a culture of learning among all people, so that each citizen, especially cadres and employees in the political system, "dare to think, dare to speak, dare to do, dare to take responsibility, dare to sacrifice for the common good".

In the coming time, the General Secretary suggested four key orientations. The Association must affirm the building of a learning society, lifelong learning, as the foundation for forming a learning nation, an innovative nation, linked to the country's aspiration for rapid and sustainable development.

Encouraging learning and talent must be substantial and practical, aiming at improving labor productivity, raising intellectual level, and creating development opportunities for all people, especially in border areas, islands, ethnic minority areas, and areas with many difficulties.

Lifelong learning is not only an inherent need of each citizen, but also the key to improving people's knowledge, training human resources, innovating and developing breakthroughs, promoting rapid and sustainable socio-economic development, helping each citizen become a useful person for society.

The Association must promote the application of digital transformation in promoting learning and talent, in the context of strong and urgent development of science and technology, innovation and digital transformation; it is necessary to build and pilot lifelong learning profiles for citizens, and then deploy them nationwide; study and learn from the experience of the National Assembly's program "Digital Education for All - Digital Parliament".

Each community learning center must be upgraded to a digital learning center, with Internet access, open learning materials linked to people's learning needs, and closely linked to the national digital transformation program.

The Vietnam Association for Promotion of Education must promote the combined strength of the entire society, promote its role as a focal point to connect businesses, social organizations, overseas Vietnamese and the international community, forming sustainable, transparent and fair resources in the work of promoting education and talents; continue to innovate its methods of operation to practically contribute to the goal of building a learning society, arousing a culture of learning among all people.

The Association must strengthen the leadership, direction and coordination of Party committees and authorities at all levels. Each ministry, branch and locality needs to set out targets for the plan to build a learning society and an annual work program, considering this a regular political task.

Central agencies, the Central Committee of the Vietnam Fatherland Front, the Central Propaganda and Mass Mobilization Commission, and the Ministry of Education and Training are responsible for coordinating to monitor, inspect, summarize, and report results to the Politburo and the Secretariat.

The General Secretary suggested that the Central Propaganda and Mass Mobilization Commission, the Vietnam Fatherland Front, and the Ministry of Education and Training include in their plans to summarize and evaluate regulations related to the Association's activities, especially Directive No. 11-CT/TW, dated April 13, 2007 of the Politburo on "Strengthening the Party's leadership in promoting education" to clearly recognize the results achieved, point out limitations, causes, and propose mechanisms and policies suitable to reality.

During that process, the Vietnam Association for Promoting Education needs to closely coordinate with relevant agencies to advise and propose major goals and feasible and effective solutions.

The Vietnam Fatherland Front should soon complete and issue a project on the arrangement of associations and guide localities on the organizational model of the Association for the Promotion of Education. Associations for the Promotion of Education at all levels need to be streamlined, operate effectively, avoid formalities, ensure substance, and be suitable to the practical conditions of each locality and facility, while promoting the voluntary and self-management of members.

The Vietnam Association for Promotion of Education, with its wide scope of activities and close association with the national education policy, needs to be reviewed to have appropriate regulations, creating favorable conditions for the Association to operate effectively, in accordance with the role, position and principles of the Association.

The Central Committee of the Vietnam Association for Promoting Education and all levels of the Association need to pay attention to and innovate their methods of operation, closely follow the grassroots, and link the work of promoting education and talents with the goal of comprehensively developing Vietnamese people, forming a system of values ​​for Vietnamese people in the new era, contributing to building a prosperous and happy country; strongly arousing the tradition of loving learning, promoting education and talents, strongly promoting the lifelong learning movement among the people; focusing on promoting education in families, clans, and communities; encouraging flexible and creative forms of learning, not only in the country but also in the Vietnamese community abroad.

The General Secretary emphasized that our nation has a tradition of loving learning and valuing talent. The General Secretary recalled that President Ho Chi Minh once emphasized: "An ignorant nation is a weak nation", and at the same time advised: "Study to work, to be a human being, to be a cadre. Study to serve the Fatherland, to serve the people".

He also affirmed: “The more society advances, the more work there is, the more sophisticated the machines are. If we do not learn, we will fall behind, and if we fall behind, we will be eliminated, we will eliminate ourselves.”

Uncle Ho's thoughts are the compass for the cause of education, training, and encouragement of learning and talent in our country.

With the spirit of building a learning society, encouraging learning and talent, which is a strategic investment for the future of the nation, the General Secretary wishes that each family must become a learning cell, each citizen a lifelong learning citizen. This is the inevitable path for Vietnam to rise strongly, realizing the aspiration of strength and prosperity.
