On the afternoon of November 21, at the Party Central Committee Headquarters, General Secretary To Lam met with Chairman of the National Assembly of the Republic of Korea Woo Won Shik during his official visit to Vietnam.
At the meeting, General Secretary To Lam welcomed and highly appreciated the significance of National Assembly Chairman Woo Won Shik’s visit to Vietnam; he believed that the visit would be a great success, making an important contribution to further promoting cooperation between the two countries’ National Assemblies and creating a legal corridor for stable, comprehensive and sustainable cooperation in all fields between Vietnam and the Republic of Korea.
General Secretary To Lam expressed his impression of the achievements that the Korean Government and people have made when witnessing them during his State visit to Korea in August 2025; saying that with similar basic strategic interests and cooperation achievements over the past years, Vietnam and Korea have very favorable conditions to shape a new strategic vision for cooperation and create opportunities for mutual development.
General Secretary To Lam hopes that the two countries will continue to be close friends and reliable partners on the journey to realizing their development goals and aspirations.
National Assembly Chairman Woo Won Shik sincerely thanked the Party, State, National Assembly and people of Vietnam for the warm welcome given to the delegation; respectfully conveyed the regards of President Lee Jae Myung and senior leaders of the Republic of Korea to General Secretary To Lam and senior leaders of Vietnam.
Warmly congratulating Vietnam on its recent development achievements, National Assembly Chairman Woo Won Shik expressed his belief that under the leadership of the Communist Party of Vietnam, headed by General Secretary To Lam, with its potential and determination, Vietnam will continue to develop even more strongly in the coming time, soon completing the goals of becoming a high-income developed country by 2045; affirming that Korea will accompany Vietnam in the process of successfully implementing this important goal.
General Secretary To Lam expressed his delight at the very successful results of the talks between National Assembly Chairman Tran Thanh Man and National Assembly Chairman Woo Won Shik; hoped that the legislative bodies of the two countries would continue to promote their role in promoting economic cooperation between the two countries, carry out many diverse exchange and cooperation activities, contributing to strengthening political trust and relations between parliamentarians of the two countries; improve the efficiency of the National Assembly's activities, and contribute to the development of Vietnam-Korea relations.
The General Secretary suggested that the two sides continue to expand cooperation and regularly exchange delegations via the Party, State, Government and National Assembly channels, creating a basis for expanding comprehensive cooperation in all fields; promptly share opinions on cooperation between the two countries as well as on the regional and international situation, thereby deepening the Vietnam-Korea Comprehensive Strategic Partnership.
Appreciating the cooperation between the two countries' National Assemblies in coordinating and supervising the implementation of cooperation agreements signed between the two governments, General Secretary To Lam suggested that Korea continue to enhance the capacity of Vietnamese enterprises to participate more deeply in the global supply chain of Korean enterprises, thereby contributing to the goal of increasing bilateral trade turnover to 150 billion USD by 2030 in a balanced and sustainable manner; suggested that the two sides realize the implementation of science and technology cooperation, innovation and digital transformation as a new pillar in bilateral relations; strengthen cooperation in human resource training and research and development of strategic technology industries and strategic technology products; and promote cooperation, build core infrastructure such as artificial intelligence (AI), next-generation networks and data centers, build legal and institutional frameworks to jointly enter the digital age of AI.
General Secretary To Lam suggested that the two sides expand cooperation between friendship organizations and enhance people-to-people exchanges, contributing to deepening the cooperative relationship between the two countries; pay attention to and create conditions for the Vietnamese community to integrate, live, study and work stably and long-term in Korea; support Vietnamese expatriates to become members of the Korean National Assembly; and continue to simplify visa procedures for Vietnamese citizens entering Korea and move towards visa exemption for Vietnamese citizens.
National Assembly Chairman Woo Won Shik expressed his delight at the remarkable development of bilateral relations in all fields since the establishment of diplomatic relations in 1992, especially after officially upgrading the relationship to "Comprehensive Strategic Partnership"; bilateral trade cooperation increased 170 times, people-to-people exchange increased 2,500 times, reaching the milestone of 5 million visits in 2024.
Based on the good relations between the two countries in recent times, National Assembly Chairman Woo Won Shik suggested that the two sides continue to cooperate closely to promote the substantial development of defense cooperation; closely cooperate in preventing and combating transnational crimes, especially high-tech crimes and online fraud in the region; and asked Vietnam to actively support and remove some difficulties for Korean enterprises, while creating conditions for Korean enterprises to participate in investing in key projects in Vietnam, thereby contributing to the socio-economic development of Vietnam in the coming time.
National Assembly Chairman Woo Won Shik highly agreed with General Secretary To Lam's opinions; emphasized that Korea always attaches importance to the comprehensive strategic partnership with Vietnam in implementing foreign policy in the region; and affirmed that it will support Vietnam to successfully organize the APEC Summit 2027./.
