On the afternoon of November 4, the National Assembly discussed in groups the draft documents to be submitted to the 14th National Congress of the Party.
Speaking at the group, General Secretary To Lam said the discussion aimed to unify the direction of national development, path, orientation, steps, goals...
Besides, the General Secretary emphasized how to organize and implement all those orientations and goals to serve the people and bring benefits to the people.
"The goals and orientations are good, but if the implementation is not successful, then the requirements are not met," said the General Secretary, adding that there are still practical problems that need to be resolved and that the Party and the National Assembly need to study.

The General Secretary said that the Politburo and the Central Committee are preparing to issue a number of important resolutions, first of all a resolution on the State economy.
According to the General Secretary, the leading role of the State economy is "unforgettable". "Capital belongs to the State, land belongs to the State, mineral resources belong to the State, how can it not be leading? Who has these advantages?", the General Secretary emphasized.
The General Secretary emphasized that agencies are thinking and recalculating appropriate development models and not abandoning the role of the State economic sector.
Along with that, the General Secretary said that the Central Committee is also preparing a resolution on culture, along with resolutions on education and health. It is expected that these resolutions will be issued from now until the end of the year, without waiting for the 14th Congress.
According to the General Secretary, in the past when talking about growth models, we often only focused on economic factors, but with the country's current development model, there must be a comprehensive, holistic approach and close coordination between sectors.
The development of the country requires a new development model, formed synchronously in many aspects. The Central Government needs to have specific direction and guidance. This content has been clearly affirmed in the resolution and documents of the congress, showing new points in development thinking.
According to the General Secretary, the new development model must be based on science, technology, innovation, and digital transformation.
The General Secretary stressed that science and technology are needed for development. To achieve that, there needs to be specific understanding, clear direction and very high requirements in implementation.

In addition, the General Secretary said there is also a resolution on solutions to promote double-digit growth.
According to the General Secretary, to achieve double-digit growth, we cannot do it the old way but must have specific, strong and synchronous solutions. If we cannot achieve double-digit growth, we will not achieve the target by 2030-2045.
Stating that up to now, the highest growth rate has only been about 9%, the General Secretary emphasized that there must be solutions to achieve double-digit growth and that growth must be stable and sustainable.
The General Secretary stated that solutions must be carefully studied, calculated, and implemented synchronously, with the goal of achieving development, stability, and sustainability. Criteria, roadmap, and methods must be clearly defined, without haste.
