Immediately after the Ministry of Industry and Trade issued the inspection conclusion on the implementation of legal regulations on management and operation of electricity supply of Vietnam Electricity Group (EVN) and units related to electricity supply, the State Capital Management Committee at Enterprises directed EVN and related units to conduct a review to clarify responsibilities and discipline related groups and individuals.
From May to the first half of June, there was a widespread disruption of electricity supply, especially in the Northern region, causing public outrage, affecting people's lives, and causing damage to the economy . The Prime Minister has directed to strictly handle relevant organizations and individuals. Immediately after the Ministry of Industry and Trade issued Conclusion No. 4463/KL-BCT dated July 10, 2023 concluding the inspection of the implementation of legal provisions on management and operation of electricity supply by EVN and units related to electricity supply, the State Capital Management Committee at Enterprises directed the Group and related units to conduct a review to clarify responsibilities, discipline relevant collectives and individuals; at the same time, clarify the existing systemic shortcomings and limitations to propose solutions to overcome them in the coming time. The results were reviewed at 24 units in the entire Group, 85 collectives, and 161 related individuals.
Currently, the review and disciplinary process has been basically completed. The Committee is continuing to coordinate with the Party Committee of the Central Enterprises Bloc to direct EVN to issue decisions on disciplining officials and party members. Accordingly, it is proposed to discipline Mr. Duong Quang Thanh - former Chairman of the Board of Directors of EVN; Mr. Tran Dinh Nhan - General Director of EVN; Mr. Ngo Son Hai - Deputy General Director of EVN and 3 other individuals, Director and Deputy Director of the National Power System Dispatch Center. The Committee will continue to direct disciplinary action against other related individuals according to the principles of fairness and objectivity, not omitting any collective or individual with violations or shortcomings.
In line with the review and disciplinary work, the Committee has also implemented personnel work at the Group. In particular, based on discussions with personnel, the Committee considers and assigns the General Director to other tasks or dismisses him/her as desired; assigns other personnel to take charge of operations and organizes the replacement personnel, and reports to the competent authority for consideration and decision.
