On the afternoon of August 12, the Provincial People's Committee held a conference to summarize the Project on adjusting backlog documents at departments, branches and sectors under the Provincial People's Committee; and to deploy the work of adjusting backlog documents at agencies and units under the source of submission. Comrade Tran Xuan Duong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee attended and directed the conference.
The implementation of the Project on adjusting backlog documents at departments, branches and sectors under the Provincial People's Committee has helped to thoroughly resolve the situation of backlog, bundled and accumulated documents at agencies and units. After adjustment, documents are arranged and classified according to regulations to serve well the preservation, exploitation, search and use in the process of solving work.
The Department of Home Affairs regularly inspects, promptly urges, and guides agencies and units on the quality of records and documents after editing; coordinates with units and localities to collect records with permanent preservation period of units belonging to the source of submission to submit to the Provincial Historical Archives. A number of vertical central agencies located in the province, state-owned enterprises have well implemented the work of document, archive, establishment, and storage of complete and correct work records, and have been implementing the submission of documents to the Provincial Specialized Archives such as: Social Insurance, Tax Department, Treasury, But Son Cement Company, etc. Documents after editing are put into exploitation and effective use, contributing to solving professional tasks quickly and conveniently, reducing the time to search for documents when tasks arise.
From 2017 to 2020, the Department of Home Affairs actively coordinated with 19/19 departments, branches and sectors under the Provincial People's Committee to implement the adjustment of 4,315.2 meters of backlog documents from 2015 and earlier with a budget of more than 34 billion VND according to the Project approved by the Provincial People's Committee. After adjustment, the backlog documents from 2015 and earlier of the majority of departments, branches and sectors under the Provincial People's Committee were completely resolved. Archival documents in the province have been gradually improved and upgraded, protected and safely preserved, increasingly meeting the exploitation and use needs of individuals and organizations, contributing significantly to the management and operation of each agency, unit and the development of the locality.
The document block is edited to ensure compliance with archival procedures and State regulations, with search tools to help search and exploit easily, quickly and effectively; many agencies, units and localities have paid attention to arranging warehouses and purchasing equipment to preserve archived documents according to regulations; promptly detecting old, damaged, termite-infested documents, documents at risk of being unsafe to use handling and remedial measures to ensure the safety of documents. Up to now, the province's specialized archive has collected documents from 100% of departments, branches and sectors under the Provincial People's Committee with 3,262 document boxes, 17,023 files, equivalent to 466 m of document shelves.
Speaking at the conference, comrade Tran Xuan Duong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the results achieved in implementing the Project. In order for the work of documents and archives in the province to become more and more systematic and in accordance with regulations, especially in the context that the whole country and the province are actively implementing digital transformation and creating digital databases, the Vice Chairman of the Provincial People's Committee requested: The Department of Home Affairs to strengthen state management of documents and archives; actively propagate and effectively implement the Law on Archives and related regulations; disseminate and guide skills and expertise, especially the creation of paper records and electronic records, ensuring the rate of electronic records creation at agencies, units and localities according to Resolution No. 24 of the Provincial Party Committee on digital transformation by 2025, with a vision to 2030.
Agencies, units, localities, central agencies in the province, and State-owned companies in the province need to pay attention to and seriously and fully implement regulations on document and archive work; especially the preparation of work records, submission of records to agency archives, historical archives, etc. Departments, branches, and public service units under the Provincial People's Committee have not yet arranged and edited; or have done so but the volume of records and documents accumulated and bundled is still large; it is recommended to proactively coordinate with the Department of Home Affairs to survey and make budget estimates; advise the Provincial People's Committee to implement a final solution. Public service units with 100% autonomy in regular and investment expenditures balance their own funding sources, ensuring the arrangement and editing of documents according to regulations.
For the district level, the volume of backlog files and documents has not been arranged or edited for many years. It is recommended that the leaders of the People's Committees of districts, towns and cities resolutely direct specialized departments and actively coordinate with the Department of Home Affairs to implement this. The Vice Chairman of the Provincial People's Committee also requested the Department of Finance to advise the Provincial People's Committee to arrange funding sources for agencies and units to promptly arrange, edit and completely resolve the backlog of documents.../.
