On the morning of July 25, the People's Committee of Can Tho City held an online meeting with 103 communes and wards to listen to reports on the operation situation after the administrative unit arrangement. This was the third online meeting to grasp the operation situation and remove difficulties for communes and wards after 25 days of the 2-level local government coming into operation.
At the meeting, leaders of the People's Committees of Tan Loc, Dai Thanh, Khanh Hoa , Nhon Ai, Truong Long Tay communes and wards... reported that the local operations have gradually stabilized. Difficulties and obstacles have been gradually resolved by the relevant departments and agencies so that the commune and ward authorities can better serve the people. However, some communes and wards still face some difficulties. The most prominent is that the software for household registration and business registration has not been synchronized; some communes and wards still lack staff with qualifications in information technology...
According to the Department of Home Affairs of Can Tho City, currently, the newly operated localities are not yet stable in terms of personnel, facilities, equipment, machinery and offices. It is recommended that localities continue to arrange stable offices and personnel according to regulations; after stabilizing the personnel (after the Party Congress at the commune and ward levels), on that basis, they will review, propose, consider and allocate funds to upgrade and repair machinery, equipment and offices for some localities to ensure the existing offices, or consider investing in building new offices. At the same time, it is required that localities promptly hand over the office facilities of the old district-level units to the new commune and ward-level units according to the guidance of the Department of Finance to ensure the management and use of assigned houses and land for the right purposes and in accordance with the provisions of law on management.
In his concluding remarks, Chairman of the People's Committee of Can Tho City Tran Van Lau acknowledged and commended the communes and wards for their efforts to serve the people better. Difficulties and obstacles have gradually decreased, proving that after 25 days, the apparatus has begun to operate smoothly, and difficulties have been gradually resolved by departments and branches. It can be affirmed that the 2-level local government model in the area is operating smoothly. The Chairman of the People's Committee of Can Tho City suggested that communes and wards study and learn from the practices of some wards in Ho Chi Minh City to support people to choose free food and drinks when coming to do procedures at the Public Administration Centers. In the immediate future, it is possible to study and mobilize benefactors to support this part of the cost.
The Chairman of the People's Committee of Can Tho City directed the Department of Finance to review all headquarters after the merger, evaluate which headquarters will continue to be used, which headquarters will no longer be used, in order to quickly transfer them for effective use, avoiding waste. The Department of Science and Technology quickly surveyed to make full use of information technology equipment in the context of financial difficulties. Continue to promote network connection solutions so that the Party Committees and People's Committees of communes and wards can connect, without leaving "wave depressions" to ensure the operations of the commune and ward governments to better serve the people. Communes and wards assign specialized staff in the field of information technology to be more skilled and professional to better serve the people.
The Chairman of the Can Tho City People's Committee emphasized that communes and wards need to quickly complete their staff; prepare well for the Party Congresses of communes and wards for the 2025-2030 term; build resolutions that are close to the practical situation and have a breakthrough nature to contribute to the socio -economic development of Can Tho City.
