The goal set by the City Urban Railway Management Board during this period is to complete the adjustment of the Metro Line 2 Construction Project. At the same time, select EPC contractors, project supervision and management consultants, and start construction of Metro Line 2.
Metro Line 2 is 11 km long, passing through 6 districts before with 9.3 km underground, 2 km above ground including 10 underground stations, 1 above ground station. The project was approved by the City People's Committee and started leveling the ground, building fences and office buildings at Deport Tham Luong area from 2010-2011. After 9 years of being almost unable to implement but still having to adjust the total investment, in November 2019 the City People's Committee decided to approve the adjustment of the project, at that time the total investment was at more than 47.8 trillion VND. Since then, the completion deadline and putting Metro Line 2 into operation has also been postponed from 2020 compared to the original plan to 2030.

In phase 2, the Ben Thanh - Tham Luong Metro line will continue to be extended from Tham Luong station to Tay Ninh bus station with a total length of 9.1km, with a total investment of more than 1.48 billion USD. In the next phase, the project will continue to extend the line from Tay Ninh bus station to the Northwest Cu Chi area with a length of 28km running on the elevated line, with a total investment of about 2.7 billion USD. These investment sources are expected to come from sources such as ODA, PPP...
Up to now, the Metro Line 2 construction investment project has only been implemented at the stage of compensation, site clearance and relocation of technical infrastructure to serve the construction of the line.
The slow implementation of the project has caused the compensation and clearance capital to increase, leading to the situation that even with only 585 cases requiring clearance, the previous district authorities had to spend many years to implement. At the same time, the implementation of procedures to stop using loans from foreign organizations to invest in the project and find other alternative investment capital sources also took a long time.
Therefore, the fact that Ho Chi Minh City is striving to start the project in the near future is information that the public and people are waiting for, especially in the current tense traffic congestion situation on Metro Line 2.
