On November 3, Ms. Hoang Thi Noan (born in 1940, resident of residential group 3, Huong Tra ward, Hue city, a lonely elderly person) fell while cleaning and injured her head. Upon receiving the news, Huong Tra ward police quickly assigned officers to assist and took her to the Hue Central Hospital (branch 2, located in Phong Dien ward, Hue city) for emergency treatment.

Duong No Ward Police said they had just entered a heavily flooded area to take a pregnant woman due to give birth to the hospital. Also on November 3, Ward Police crossed the floodwaters, reached many deeply flooded areas and promptly took 5 other cases due to give birth to Hue Central Hospital. In addition, Ward Police officers also promptly took 2 cases of kidney dialysis and 1 case of appendicitis to the hospital.

In Phu Xuan ward, the ward police received a phone call from the husband of Ms. Tran Thi Ngoc Nhi (born 2001, residing at 30 Phung Khac Khoan, Phu Xuan ward) informing that his wife was 39 weeks pregnant and in labor, but the area where his family lived was flooded more than 1.5m deep and could not be moved.


Immediately after receiving the information, in the heavy rain, many roads were cut off, officers of Phu Xuan Ward Police crossed the flood, used a small boat to approach the house and brought Nhi out of the deep flooded area. Thanks to the timely support, Nhi was transferred to an ambulance and taken to the hospital.
In addition, despite the complicated developments of the flood, the police of some mountainous communes and remote areas of Hue City also supported and helped many sick people get to the hospital in time, so their lives were no longer in danger.


On November 3, Deputy Secretary of the City Party Committee, Chairman of the Hue City People's Committee Phan Thien Dinh; Major General Nguyen Thanh Tuan, Director of Hue City Police and representatives of relevant departments and branches inspected the field at some landslide areas and vulnerable areas in Nam Dong district (old).
The delegation inspected the Phu Mau bridge abutment (Km20+25, Khe Tre commune), the entire structure under the bridge was washed away by rising floodwaters. At the Leno bridge area, connecting Khe Tre and Nam Dong communes, the high water level also eroded and collapsed the bridge foot.


The delegation also surveyed several other landslide sites and inspected the cracked hill area in K'Long village in Long Quang commune, which is at high risk of landslides after many days of heavy rain. The soil and rocks around this area have shown signs of sliding and sinking, threatening the safety of the residential area below. The main cause is that prolonged heavy rains have weakened the ground, creating cracks and a high risk of landslides.
Chairman of Hue City People's Committee Phan Thien Dinh requested functional forces to urgently review and assess the level of landslides and the risk of impact on residents, and proactively prepare evacuation plans to ensure absolute safety for people in high-risk areas.

“In the face of the complicated situation of floods, especially when the water level of rivers continues to rise and the rains in mountainous areas continue to last, the city has directed to increase food support for remote areas and areas at risk of being isolated. Forces are urgently deploying response measures to ensure the safety of the people,” said Chairman of Hue City People’s Committee Phan Thien Dinh.
Hue City Department of Construction said that as of 3:30 p.m. on November 3, National Highway 1A from Phong Dien (bordering Quang Tri province) - La Son was flooded from 0.3 to 0.6 meters deep. Authorities have banned cars (4 to 7 seats) and small trucks from passing through this area. To ensure safety, vehicles are advised to move along the Hue bypass.

Meanwhile, on the West branch of Ho Chi Minh Road, the most serious situation is that traffic is completely blocked at many locations from km 366 to km 412+500. La Son - Tuy Loan Expressway, the section from the old Nam Dong district (Hue City) to Da Nang is blocked. The section from Hue City to Nam Dong has only been temporarily opened to traffic, vehicles need to pay attention when moving.
For National Highway 49B, traffic is prohibited on the section from km1+000 to km48+000. National Highway 49A has many flooded and landslide locations such as Kim Quy Pass, which is currently temporarily open to traffic for a stretch, many sections are flooded from 0.4-1 m, forcing traffic to be temporarily suspended. A series of provincial roads are paralyzed and broken. In addition, Provincial Highway 14B has landslides on the positive slope, erosion on the negative slope and damaged bridges and culverts, causing complete blockage.
According to preliminary statistics from localities, as of November 3, more than 28,000 houses in the city were flooded with a depth of 0.5m-1.0m, some communes and wards were heavily affected such as: Quang Dien, Phong Dinh, Hoa Chau, Thanh Thuy, Phu Ho...
On November 3, the entire Hue city had 1,135 households/3,121 people from 32 communes and wards evacuated to safe places such as: Hoa Chau, An Cuu, Duong No, Phong Thai, Phong Dinh, Kim Tra, Huong Thuy, Quang Dien, A Luoi 5, A Luoi 3, Phu Xuan, Kim Long, Loc An, Khe Tre, Dan Dien, Hung Loc, Thuan Hoa, Huong An, My Thuong, Phong Dien, Thanh Thuy...
