According to the report, it is expected that in the new school year, Ho Chi Minh City will have 2,528,789 students, an increase of 39,632 students compared to the previous school year.

According to the Department of Education and Training, in the new school year, the city will continue to ensure that 100% of children living in the area have enough places to study, and ensure conditions for facilities and equipment to organize activities at educational institutions.
Regarding the teaching staff, every year, based on the recruitment needs of public service units under their management, localities organize the recruitment of teachers and staff to supplement and stabilize personnel for the next school year. Last school year, the city's total recruitment needs for teachers were 5,762, the number of successful candidates was 2,556, and there was a shortage of 2,215 civil servants. For civil servants at public service units under the Department of Education and Training, the recruitment results were recognized for 297 cases.
The city pays special attention to attracting talent and building high-quality human resources, making an important contribution to shaping and promoting the city's development in the context of globalization, digital transformation and deep integration.
In that spirit, the city has organized the recruitment of civil servants who are teachers from excellent graduates and young scientists according to current regulations, encouraging excellent graduates to participate in recruitment with remuneration and allowances increased by 100% of the salary according to the current salary coefficient. In 2024, 2/3 of successful candidates will be assigned to work in the unit.
However, there is still a shortage of teachers for some subjects, occurring in some schools and localities. The structure of the teaching staff is not yet consistent between subjects, and a number of teachers have not yet met the training standards according to the 2019 Education Law. The number of people working at public general education institutions is still lacking compared to the norm, especially teachers in the subjects of Foreign Languages, Information Technology, Music, Fine Arts, Technology and Physical Education.
According to the Department of Education and Training of Ho Chi Minh City, in addition to some advantages that have been achieved, there are also some limitations that need to be overcome. These are the planning and management of the school network; facilities and teaching equipment have not kept up with the development needs of the city; the progress of building schools according to the planning has been paid attention to but has not met the demand for learning places that increase every year; the number of students per class is still higher than the regulations, the rate of students studying 2 sessions per day has not met the target, especially in some localities, it is very low; modern teaching equipment has not been invested synchronously and promptly between classrooms and schools.
The number of managers, teachers and staff is still insufficient, the structure is not uniform, some do not meet the requirements of foreign language and IT skills, leading to the failure to keep up with the requirements of innovation in education and international integration. Vocational education - continuing education centers and some educational institutions in region 2 (Binh Duong) still have many difficulties in recruiting teachers.
