Ho Chi Minh City tightens alcohol discipline in the workplace

The Ho Chi Minh City Party Committee aims to make a strong change in the work of preventing and combating the harmful effects of alcohol. By the end of 2025, 100% of cadres, civil servants, public employees and armed forces must set an example by not using alcohol during working hours, lunch breaks and not driving after drinking alcohol.

The Ho Chi Minh City Party Committee has just issued a Resolution on strengthening the Party's leadership in implementing the Law on Prevention and Control of Harmful Effects of Alcohol and Beer in the city. This is considered an important and urgent task to protect people's health, reduce traffic accidents, maintain social order and move towards sustainable development.

According to the City Party Committee, the implementation of the Law on Prevention and Control of Harmful Effects of Alcohol and Beer in Ho Chi Minh City has achieved many positive results in recent times. People's awareness of the risks and consequences of alcohol and beer consumption has changed significantly. The movement "If you drink alcohol, beer - do not drive" has spread strongly, becoming a familiar message in life. Many agencies, units and enterprises have issued internal regulations requiring officers and employees not to use alcohol and beer during working hours, contributing to building a safe and healthy working environment.

In addition, the authorities have also regularly patrolled and controlled alcohol concentrations, organized many peak periods to handle violations, contributing to significantly reducing traffic accidents related to alcohol and beer.

However, violations are still complicated. Some officials, party members and people have not strictly complied with regulations; drinking and driving still occurs, causing many serious accidents. Some businesses sell to people under 18 years old, advertising and promoting alcohol and beer is still common. Propaganda work in some localities is still formal, inspection and handling of violations is not really drastic and synchronous.

Faced with the above reality, the Ho Chi Minh City Party Committee determined that preventing and repelling the harmful effects caused by alcohol abuse requires the synchronous participation of the entire political system. According to the Resolution, Party committees at all levels must step up propaganda, education, and raise awareness of self-compliance with the law among each citizen; resolutely and strictly handle violations of alcohol concentration when driving vehicles.

At the same time, the City Party Committee requires cadres, party members, civil servants, public employees and armed forces to be exemplary in complying with regulations, considering this a criterion for assessing the level of task completion.

The goal by the end of 2025 is that 100% of alcohol and beer businesses will commit to complying with the law; 95% of people aged 18 and over will have access to full information on the harmful effects of alcohol and beer; 100% of officials and civil servants will not use alcohol and beer during working hours and lunch breaks, and will not drive after drinking alcohol and beer. By 2030, Ho Chi Minh City will strive to fundamentally control alcohol and beer abuse, reduce traffic accidents, domestic violence and related crimes.

Along with propaganda and control work, the city will strengthen management of alcohol and beer business activities, strictly handle the sale to people under 18 years old; limit the opening of new points of sale near schools and medical facilities. The authorities will step up patrols, apply modern technical equipment in alcohol concentration testing, promptly prevent violations, negative behavior or evasion of inspection.

Medical facilities are required to increase counseling and treatment for alcohol addiction in the community. The resolution also affirms the role of the Fatherland Front, unions and social organizations in spreading the message of “preventing and combating the harmful effects of alcohol”, building a network of young propagandists, contributing to the formation of a civilized and safe living environment for the people of Ho Chi Minh City.
