According to the report, in the past time, preparations for the reorganization of administrative units at all levels and local governments at two levels have been carried out urgently, proactively and promptly. The city has issued resolutions on the establishment of the Department of Construction, renaming the Department of Natural Resources and Environment to the Department of Agriculture and Rural Development; the project on the arrangement and merger of Binh Duong province, Ba Ria - Vung Tau province and Ho Chi Minh City and the arrangement of commune-level administrative units in 2025 of the city has been sent to the Ministry of Home Affairs for appraisal and submission to the Government.
In May and the first 5 months of the year, the city continued to achieve many positive results; growth indicators were quite good compared to the previous month and the same period. Social security work and taking care of people's lives were focused on by all sectors and levels. The city also organized meaningful activities to celebrate the 135th birthday of President Ho Chi Minh. Activities to build a digital economy and digital society continued to be consolidated and enhanced. The city continues to strengthen its forces to fight, deter, and destroy all types of crimes such as organized crime, street crime, and black credit-related crimes; serious crimes that attract public attention are focused on quickly discovering and arresting the subjects.
The city's functional forces have discovered and fought 14 cases, 14 subjects (1 individual, 13 organizations) with signs of violations in corruption, economics, smuggling; 15 cases, 15 subjects (1 individual, 14 organizations) with signs of violations in environment, food safety. 8 cases, 59 defendants have been prosecuted; 1 case, 1 individual has been administratively sanctioned in the field of economic management order; 6 cases have been handled in the field of environment, food safety, fined 334 million VND.
In terms of public investment disbursement, the City has assigned and allocated a detailed public investment plan for 2025 of over VND85,000 billion. However, by the end of May 28, according to preliminary data provided by the State Treasury of Region II, the City had only disbursed VND8,710 billion, reaching 10.2% of the total public investment capital for 2025. This is a very low figure.

In the coming time, the Chairman of the City People's Committee requested departments, branches, agencies, and localities to seriously and effectively implement Notice 208/TB-UBND dated May 29, 2025 on assigning the lead in advising and implementing 4 Resolutions of the Politburo (57-NQ/TW, 59-NQ/TW, 66-NQ/TW, 68-NQ/TW).
Ho Chi Minh City continues to coordinate with the People's Committees of Binh Duong and Ba Ria - Vung Tau provinces to edit the content of documents and reports for the Ho Chi Minh City Party Committee delegates, and reports in the socio-economic field according to the plan. Develop a project "Strategic solutions to promote the city's double-digit economic growth in the new era - the era of national development".
Mr. Duoc set a target of 30% disbursement progress by the end of June, equivalent to 25,655 billion VND. To implement this, the city will have many measures such as management based on work efficiency. The head will be replaced if the unit disburses poorly, not as required.
The Chairman of the City People's Committee also requested that departments and branches not be too perfectionist in approving projects, or make strict requirements that would slow down the project's progress. Meanwhile, capital allocation also needs to be reviewed and allocated appropriately. Departments and branches need to be flexible, transferring capital to projects that are eligible for implementation.
Chairman Nguyen Van Duoc concluded: “The workload is huge, the responsibility is very heavy, we propose to focus on promptly overcoming the limitations and weaknesses that have been pointed out; be determined to act more resolutely, effectively and efficiently, strive for each sector, each level, each unit, each locality, each individual, each cadre, civil servant and public employee to best complete all assigned tasks”.
Regarding the disbursement of public investment capital, the leader of the Department of Finance said that Ho Chi Minh City has determined the goal for the whole year to strive to disburse 100% of the total capital assigned by the Prime Minister.
However, most of the city's public investment capital will be disbursed at the end of the fourth quarter, when projects with large capital disbursement plans of the city complete investment procedures related to compensation and site clearance. This is also one of the main reasons why the city's disbursement rate in the first months of the year is not high, difficult to follow the average rate of the whole country.
According to the leader of the Department of Finance, in the first months of the year, 4 BOT projects under Resolution 98, the Binh Tien bridge and road construction project; the dredging, environmental improvement, and infrastructure construction project of Van Thanh canal - just counting the capital for compensation and site clearance, the disbursement could be nearly 41,000 billion VND, accounting for 48% of the total public investment capital plan for 2025 of Ho Chi Minh City (more than 85,500 billion VND).
From now until the end of June, the city will disburse more capital for several large-scale projects such as compensation, support, and resettlement for the Ho Chi Minh City - Moc Bai expressway project through Ho Chi Minh City worth more than VND4,300 billion; purchasing equipment for 3 gateway hospitals worth VND1,300 billion... totaling more than VND7,400 billion...
