Ho Chi Minh City promotes the development of technology exchanges in the new phase

On May 30, the Department of Science and Technology (KH&CN) of Ho Chi Minh City organized a workshop on "Developing the Ho Chi Minh City Exchange in the new phase - a driving force for innovation and national digital transformation" to review the operation process and seek advanced technological solutions to help the exchange adapt effectively to the current context.

In the current context, the role of science and technology, innovation and digital transformation is becoming increasingly important for the development of provinces and cities across the country. Many localities have proactively proposed specific action programs and plans for implementation. However, a major challenge that still exists is the lack of a complete legal basis to support and promote these activities.

Ms. Nguyen Thi Kim Hue, Deputy Director of the Department of Science and Technology of Ho Chi Minh City said: "The city has been operating the technology exchange for a long time and has achieved remarkable achievements. With the desire to further improve operational efficiency, the Department of Science and Technology of Ho Chi Minh City especially hopes to receive many contributions from professional units at this workshop. These contributions will be an important basis for proposing appropriate mechanisms and policies, thereby determining the optimal development model of the technology exchange in the new situation".

According to a report by a representative of the Ho Chi Minh City Center for Science and Technology Information and Statistics (Cesti), the SGDCN operates based on cloud computing technology. This platform creates an online space for science and technology activities, innovation and digital transformation on a shared data platform, with features such as introducing technology, equipment, consulting on technology transfer and finding partners for research and business cooperation. Cesti has connected this online SGDCN platform with the provinces of Binh Phuoc , Tay Ninh, Binh Dinh, Long An, Quang Nam, Dong Thap and Phu Yen.

However, SGDCN has not yet been able to fully play the role of a true technology exchange. Currently, the exchange mainly stops at providing information, organizing conferences and seminars, instead of carrying out technology transactions under contracts or determining the value of intellectual property. These limitations have prevented SGDCN from becoming an effective science and technology intermediary organization.

Mr. Nguyen Manh Cuong, representative of the Ministry of Science and Technology, cited a 2023 survey in which up to 75% of businesses admitted that they did not fully understand the importance of open innovation, leading to a lack of motivation to implement creative ideas. This shows that businesses' awareness of proactively seeking and trading technology is still vague.

"Building a SGDCN in Vietnam at this time is not just a matter of name or a simple website, this is a problem of creating market infrastructure for science and technology to form a smooth technology trading ecosystem. If developed in the right direction, the SGDCN will become a launching pad for innovation, helping to quickly connect ideas and solutions from the laboratory to the market, supporting small businesses to find suitable technology to improve, thereby spreading the spirit of innovation throughout society," Mr. Cuong emphasized.

According to experts, to effectively develop SGDCN, Ho Chi Minh City needs to focus on perfecting the legal framework, promoting financial autonomy, and flexibly combining public and private investment. Along with that, the formation of a specialized technology ecosystem, including technology valuation, consulting, and intellectual property, is the foundation for SGDCN to operate effectively.

Human resources also play a key role, requiring the City to promote training, attract experts and high-tech engineers, and expand international cooperation to improve management skills and market connections.

Experts emphasized that it is important to build a true SGDCN, playing the role of creating market infrastructure for technology transactions, instead of just stopping at digitizing data on simple information platforms.
