On the morning of November 26, the Autumn Economic Forum 2025 officially opened in Ho Chi Minh City. The event was directly directed by the Prime Minister, chaired by the Ho Chi Minh City People's Committee, and organized by the Center for the Fourth Industrial Revolution in Ho Chi Minh City in coordination with agencies, ministries and the World Economic Forum (WEF).

In his opening speech, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the world is changing at an unprecedented speed. The growth model, supply chain and global economic structure are being reshaped towards green - digital - sustainable, while breakthroughs from artificial intelligence, big data, biotechnology and new materials are creating a completely different development space. “ Science, technology and innovation have become the decisive driving force in all fields,” said Mr. Quang.

According to the Secretary of the Ho Chi Minh City Party Committee, in that context, green transformation and digital transformation are no longer trends but have become the order of the times, the key factor to ensure competitiveness, energy security, environmental security and quality of life of the people. With the viewpoint of "taking people as the center, goal and driving force of development", Vietnam in general and Ho Chi Minh City in particular identify these two transformation processes as objective requirements and strategic priorities towards rapid and sustainable growth.

Mr. Tran Luu Quang said that after the merger, Ho Chi Minh City will become the convergence of the three most dynamic growth poles in the country, carrying the aspiration to become a modern city with global competitiveness. The city aims to be a leader in green transformation, building smart cities, attracting high-tech investment and forming an International Financial Center - the foundation to become the leading economic, financial, technological and service center in the region. To realize this goal, Ho Chi Minh City has identified three strategic breakthroughs: Perfecting institutions, developing synchronous infrastructure and improving the quality of human resources.

The United Nations Representative in Viet Nam, Ms. Pauline Tamesis, assessed that the world is entering a “special and decisive moment” 10 years after the Paris Agreement was adopted. She said that renewable energy technology has made strong progress, creating the premise for a rapid and profound transition from the fossil energy system to low-cost, locally produced renewable energy.

However, according to her, the biggest challenge for countries today is to connect the two processes – the green transition and the digital transformation – into a “dual transformation”. These two dynamics are reinforcing, shaping and increasingly interdependent. “Countries that combine climate ambition with digital innovation are increasing competitiveness, reducing risks, attracting investment and creating high-quality jobs,” she said.

For Vietnam, Ms. Pauline Tamesis said that dual transformation is a strategic opportunity to maintain high growth, increase resilience and upgrade the value chain in the new development stage.

Mr. Larry Hu, CEO of Amazon Global Selling Southeast Asia, affirmed that Amazon will be a long-term companion in supporting Vietnamese manufacturers, startups and small and medium-sized enterprises, promoting innovation and contributing to the development of the digital economy.

According to Mr. Larry Hu, Asia is entering a period of strong transformation, not only playing the role of “the world’s factory” but also emerging as a global digital trade center. In that context, Vietnam is highly appreciated for its strong production capacity, young workforce, vibrant entrepreneurial spirit and is becoming one of the important growth drivers of the region.

The Amazon representative said the goal of the support programs is to help small and medium-sized enterprises access the global market more easily, optimize costs and improve product quality. He emphasized the launch of the Amazon Global Logistics (AGL) Logistics Center in Ho Chi Minh City - a center with a scale equivalent to the regional logistics model.

The AGL center allows Vietnamese businesses to send goods directly from Vietnam to Amazon's warehouse system worldwide, shortening shipping times, reducing costs and increasing access to customers in the US, Europe and other major markets. According to Mr. Hu, the presence of AGL is in line with the orientation of making Ho Chi Minh City become the economic - logistics - innovation center of the region.

PepsiCo representative said that for the circular economy to develop strongly, Vietnam needs to ensure three factors: a suitable and encouraging policy framework; a modern collection and recycling infrastructure system through a public-private partnership model; and a large enough market for recycled materials to close the material life cycle. He affirmed that the business community is completely ready to accompany the Government to make Vietnam a model of circular economy in the region, contributing to green growth and a cleaner future.

Nokia representative said that Ho Chi Minh City possesses all the conditions to become a global smart metropolis. Nokia wishes to continue expanding cooperation with Vietnam and Ho Chi Minh City to build a sustainable, modern and innovative digital ecosystem.

Dr. Bruno Wu, Chairman of Sun Seven Stars Group, said that Vietnam's advantage in building the International Finance Center (IFC) lies in not following the old model but being able to pioneer and pave the way. He said the group can bring to Vietnam about 1,000-2,000 AI models to deploy in more than 20 different industries.

According to Mr. Wu, data is the “new generation of assets”. To turn data into real assets, businesses need to approach it according to four principles: pricing, rating, insurance and security. He suggested that Vietnam and businesses in the ecosystem start exploiting data based on this mindset to enhance the value and efficiency of data use in the digital economy.

Attending the opening session of the Autumn Economic Forum 2025 were Prime Minister Pham Minh Chinh; Deputy Prime Minister Bui Thanh Son; Standing Member of the Party's XIV National Congress Document Subcommittee Nguyen Van Nen; Head of the Central Committee for Policy and Strategy Nguyen Thanh Nghi; Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai, leaders of ministries, localities, diplomatic representative agencies of countries in Vietnam, representatives of national leaders, along with experts, scientists and more than 500 enterprises in the fields of science, high technology and innovation.

On the side of Ho Chi Minh City, there were Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc and leaders of the People's Committee, city departments and branches.
