On the evening of November 8, the Ho Chi Minh City People's Committee organized a meeting with teachers and leaders of more than 70 universities, academies, and branches in the city, towards the 43rd anniversary of Vietnamese Teachers' Day (November 20, 1982 - November 20, 2025).
The meeting was not only an opportunity for Ho Chi Minh City leaders to express their gratitude to the teaching staff, but also a channel to listen to and respond to the recommendations and proposals of the principals in planning local development policies.
Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang directly answered each question and issue raised by university leaders.
During the discussion, university representatives presented many practical proposals, contributing to the sustainable development goals of the City.

Associate Professor Dr. Hoang Cong Gia Khanh - Rector of the University of Economics and Law (Ho Chi Minh City National University) shared about the journey of cooperation between the school and the city in the management and development of public assets.
Mr. Khanh affirmed that the policy of transferring public assets after restructuring the apparatus to educational and health units is correct and timely, and at the same time suggested that it is necessary to specify the principles, criteria and conditions of transfer to ensure transparency and efficiency.
"The University of Economics and Law is trusted by the city and assigned to coordinate with the Department of Finance to implement the Project "Management, exploitation and use of public assets", which has been completed and put into practical application. In the context of Ho Chi Minh City's expansion, the school supports the policy of transferring surplus public assets after restructuring the apparatus to educational and medical units, and is ready to continue research to perfect the set of principles, criteria and conditions for transfer", said Mr. Khanh.

Associate Professor Dr. Nguyen Huu Huy Nhut - Vice Principal in charge of Hoa Sen University proposed that Ho Chi Minh City should consider the marine economy as a new growth driver in the context of administrative expansion.
According to Mr. Nhut, after decades of development based on industry and services, Ho Chi Minh City can move towards a green, circular and knowledge-based economic model.
Hoa Sen University proposed three strategic pillars: developing modern ports - logistics - maritime services; developing coastal urban areas and blue sea tourism; and building a research and innovation center for marine economy.
From a green transformation perspective, Dr. Le Mai Lan - Vice President of Vingroup Corporation, Chairman of the Board of VinUni University said that Ho Chi Minh City currently emits about 35 - 40 million tons of CO2 per year, of which industry and energy account for 40%, transportation and logistics account for 25%.
Dr. Lan said that if no action is taken soon, damage caused by pollution and flooding could cause Ho Chi Minh City to lose up to 3% of its GRDP by 2050.

Dr. Lan proposed to establish a Steering Committee and a Green Transition Fund; launch the Electrification and Circularization Program for the period 2025 - 2030; and issue a Green Data Strategy and Index.
"VinUni and Vingroup are committed to continuing to accompany the City in the process of green transformation - digital transformation, from policy consulting to technology investment," said Ms. Lan.
Prof. Dr. Huynh Van Son - Principal of Ho Chi Minh City University of Education presented a group of proposals for cultural and educational development, mental health care and community development.
Professor Son said that it is necessary to promote the digitalization of scientific data in universities, exploit knowledge resources and test the research ordering model for scientists in the City.
At the same time, it is recommended to implement programs on culture and education, preserving traditions and "returning to the source" activities in Con Dao.

Receiving the opinions, Secretary of the City Party Committee Tran Luu Quang said that Ho Chi Minh City acknowledged and highly appreciated the initiatives of the schools, aiming to serve the goals of socio-economic development, especially in training human resources for key programs, promoting green transformation in Can Gio and Con Dao, and international cooperation in health.
Ho Chi Minh City plans to establish a Steering Committee for City Development, which may include a green transformation subcommittee; at the same time, speed up projects to process waste into electricity, recycle waste, and develop Con Dao into a "green zone" using electric vehicles.
The city is committed to creating favorable conditions for universities to effectively promote the school - institute - government model.
"The city will change its approach and way of doing things, because doing things the old way makes it difficult to create breakthroughs. We encourage everyone to be braver," Mr. Tran Luu Quang emphasized.
The Secretary of the Ho Chi Minh City Party Committee expressed his wish to listen to more opinions from experts and scientists and assigned the Ho Chi Minh City Institute for Development Studies to be the focal point to receive, advise and propose solutions.
