
The Ho Chi Minh City Party Committee requires closely following the viewpoints, goals, tasks, and solutions of Resolution 57; determining the right method, not formality, not spreading out.
In particular, identifying institutions, mechanisms and policies as leading factors, digital transformation as an important driving force, closely linking and promoting the development of science - technology (S&T), innovation (I&C); implementing according to the pilot principle, evaluating results before expanding.
Along with that, review and promote the city's potentials, strengths and advantages in all fields; clearly identify limitations, shortcomings, bottlenecks and obstacles to have timely and thorough solutions. Focusing on priority areas for science and technology development, innovation and digital transformation (DCT) can create breakthrough results and large spillover effects.
The Ho Chi Minh City Party Committee also requested that the tasks and implementation solutions must be clear and suitable to the city's actual conditions in order to promote the development of science and technology, innovation and digital transformation as modern, smart and sustainable industries of the Southeast Asian region and the world .
Targets and tasks must be linked to implementation deadlines; specify the lead unit and coordinating units. Allocate resources appropriately to each task, avoiding scattered and wasteful investment.
One of the key requirements stated in the plan is to implement Resolution 57 in a drastic, synchronous and unified manner; all solutions, programs and projects need to calculate the implementation capacity and socio -economic efficiency; prioritize resources for key areas with spillover effects, creating high added value; not spread out, formal and following the trend.
Among the tasks and solutions proposed by the Ho Chi Minh City Party Committee is to perfect institutions and policies to create breakthroughs and ensure resources. Accordingly, proactively review, propose amendments and supplements to legal documents under the authority of Ho Chi Minh City or submit to competent authorities for amendments and supplements to promulgate preferential policies in scientific research and innovation.

The Ho Chi Minh City Party Committee also emphasized the need to develop plans, strategies and specific plans to develop science and technology, innovation and digital transformation in the city for the 2025-2045 period in a synchronous manner with the city's planning, with a vision to 2045, focusing the entire political system to successfully implement plans, strategies and plans. "Turn potential into reality as soon as possible", the plan stated.
At the same time, research and propose specific and outstanding mechanisms and policies to invest heavily in building innovation centers, creative startup support centers, expanding open laboratories and developing digital infrastructure. Another important solution is to create mechanisms and conditions for technology transfer. This includes being ready to test new technologies and new business models (sandboxes) with risk control; creating mechanisms to support start-ups, innovation, and the development of digital technology businesses.
Develop a pilot mechanism project for businesses to test new technologies, a pilot mechanism to support users associated with research results on new technologies, new materials, and new business models under state supervision.
Exemption of liability for businesses, organizations, and individuals in case of testing new technologies or new models that cause economic damage due to objective reasons. This is to create a transparent, competitive environment with no barriers to innovative ideas.
