Although the new points in the 2025 enrollment regulations aim to increase transparency and ensure fairness for candidates, from regulations to implementation, there will be shortcomings that the Ministry of Education and Training needs to anticipate to avoid affecting enrollment results.

Regarding the new regulations on score conversion, there needs to be a database to provide a transparent and fair conversion solution.
Therefore, Hanoi National University proposed that the Ministry of Education and Training should provide data on high school transcripts and scores so that schools can compare and come up with a method of converting scores for admission that is objective and fair.
According to Associate Professor, Dr. Nguyen Huu Cong, Vice President of Thai Nguyen University, there are three basic principles in enrollment: fairness to candidates; equality between training institutions; transparency with society. The new points in enrollment in 2025 ensure the above basic principles.
However, to effectively implement, when implementing the elimination of early admission, the Ministry of Education and Training needs to have a strict control mechanism, otherwise many schools will still send admission notices to students, causing confusion and complexity in enrollment. Along with that, it is necessary to issue a framework and method for converting points so that the system can be easily converted and unified, especially how to convert foreign language points from certificates so that schools can apply them better.
Deputy Minister of Education and Training Hoang Minh Son said that he has requested the Department of Higher Education (Ministry of Education and Training) to preside over and coordinate with functional units and training institutions that organize their own exams to complete the rules for converting admission scores, as a basis for training institutions to develop conversion rules for each industry.
The Ministry of Education and Training will issue a general conversion framework based on extensive data of all candidates, possibly according to each admission group. Based on the regulations of the Ministry of Education and Training, schools can adjust the conversion to suit their own conditions but still ensure it is within reasonable limits.
Along with that, universities need to proactively develop plans to convert equivalent admission scores for training programs, majors, and groups of majors that use multiple admission methods.
According to Deputy Minister Hoang Minh Son, enrollment is not only about recruiting enough students for schools, operating according to individual tasks, but more importantly, the mission of universities is to meet the learning needs of people in a quality and reasonable manner in the structure of human resource training with different professions, levels, regions, and areas, meeting the development requirements of the country associated with science, technology, innovation and national digital transformation.
Therefore, units under the Ministry of Education and Training, Departments of Education and Training, universities and colleges need to urgently coordinate closely, responsibly, effectively, with the spirit of working together to overcome all difficulties, create conditions to help students feel secure in studying and doing well in exams, ensuring fairness in enrollment.
