With the participation and joint efforts of the entire political system, organizations, individuals, businesses and the community, dilapidated houses are being replaced with new, more solidly and spacious houses, making the dream of housing difficult households come true, helping them feel secure and stabilize their lives.
For the family of Mr. Nguyen Van Do, Tra Phuong 3 village, Hong Quang commune, the newly renovated house is a great joy, because he and his wife wanted to repair it for a long time but economic conditions did not allow it. Mr. Do's family are relatives of martyrs. Both Mr. Do and his wife are sick due to traffic accidents, hard work, and their daughter has cerebral palsy, the family's income depends on a few fields. The level 4 house built decades ago has long been degraded. Mr. Do was moved: With the attention of the Party and the State, the family has saved up money for many years to renovate the house to be more spacious, and even installed air conditioning. My wife and I are extremely happy, no longer having to worry about housing.
To date, all temporary and dilapidated houses in Hong Quang commune approved for support for repair and new construction (including 7 newly built houses and 21 repaired houses) have started construction. For households with special difficulties, Hong Quang commune pays more attention so that they can build and repair their houses.
The family of Mrs. Nguyen Thi Nghia, a relative of a martyr, is an example. Mrs. Nghia is nearly 70 years old this year, has a physical disability and unstable mental state, has no husband or children, and lives alone. The house that was built with support from charity has deteriorated over the decades, the roof is leaking, and the porch pillars are no longer sturdy. Afraid that the repair cost will exceed the support amount and there will be no money to compensate, Mrs. Nghia asked to withdraw from the project. Knowing Mrs. Nghia's extremely difficult situation, the local authorities both encouraged and provided direct support by assigning the Party Cell Secretary and Head of Tra Phuong 4 Village to calculate and hire workers to help Mrs. Nghia repair the house.
Mr. Nguyen Van Son, Party Cell Secretary, Head of Tra Phuong 4 Village, said, “Based on the amount of support, I found workers, bought materials, and coordinated with a team of workers to repair the house for Ms. Nghia. The repair progress, material prices, labor costs, etc. were recorded fully and transparently. After nearly a month, the house was repaired, replaced with two new porch columns, redone the door system, plastered the walls, tiled the walls, tiled the ceiling, porch ceiling, and waterproofed. If the repair costs exceed the support amount, the commune will be responsible for calling for and mobilizing additional support so that Ms. Nghia does not have to worry about additional money to repair the house. Currently, Ms. Nghia is assured that her house has been firmly repaired, and no longer has to worry about rainy days.
With the determination to eliminate all temporary and dilapidated houses according to the approved needs of households, the district directed departments, branches and localities to urgently carry out the work contents, speeding up the progress as soon as possible. Of the 159 approved households, 106 households repaired and 53 households built new ones. By April 25, the district had 78 completed houses. Da Loc commune had 35 houses supported for new construction and repair, to date, 50% of the houses have been completed.
Mr. Dang Sy Quang, Secretary of the Party Committee of Da Loc commune, said that these are very difficult households, so for them, the program to eliminate temporary and dilapidated houses is even more meaningful and humane. The commune regularly checks the progress and urges the construction units to complete the construction and repair of houses as soon as possible. At the same time, it directs organizations and villages to support families with labor days, both reducing costs and speeding up progress.
Implementing the direction of the Women's Union of An Thi district on supporting working days for members to build new houses and repair houses, Ms. Doan Thi Ngan, President of the Women's Union of Quang Lang commune, said that the commune has a household of Ms. Nguyen Thi Thanh Hong, a women's union member, a poor household that received support for new construction. The house has 2 mothers and children, Ms. Hong herself is sick and in difficult circumstances. During the days of pouring the foundation and making the roof, the union mobilized members of the branch to support working days and give essential items on the occasion of the inauguration to help ease the difficulties of the mother and children. Ms. Hong's household was fortunate to have an individual from the commune support an additional 30 million VND.
According to Mr. Duong Tuan Kiet, Chairman of the People's Committee of An Thi district, the district mobilizes maximum resources so that all households approved for support can build new houses or repair them according to their wishes. For those who are lonely, disabled, or have special difficulties and cannot take care of building or repairing their own houses, the district directs localities to both encourage and promote the spirit of mutual love and affection, enhance responsibility, mobilize all resources to support at the highest level, and have more equipment and essential items in life. Funds from the province, district, and socialized sources are transferred to households as soon as possible, trying to support above the approved level so that households can have new houses, and have them repaired and upgraded before May 31 and
