Submit to the National Assembly a plan for the whole country to have 6 economic zones

According to the Draft Proposal on adjusting the National Master Plan for the 2021-2030 period, with a vision to 2050, the whole country is still divided into 6 economic regions.

On the morning of November 7, Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented to the National Assembly a report on the draft Law on Planning (amended) and the adjustment of the National Master Plan for the 2021-2030 period.

Regarding the orientation of socio -economic space development, according to the report, the whole country is still divided into 6 regions, while supplementing and adjusting the orientation of regional development and regional linkage.

In particular, the northern midland and mountainous region strives for an average growth rate of gross regional domestic product (GRDP) of about 9-10%/year in the 2026-2030 period; complete the construction of the Lao Cai - Hanoi - Hai Phong railway; and construct the Lang Son - Hanoi railway...

In the Red River Delta, the average GRDP growth rate will reach about 11%/year in the period 2026 - 2030; construction of Gia Binh international airport, routes connecting important urban areas in provinces and cities after the merger...

In the North Central region, the average GRDP growth rate will reach about 10 - 10.5%/year in the period of 2026 - 2030; building Hue City into a large, unique center of Southeast Asia and Asia in terms of culture, tourism and specialized healthcare, a Festival city...

The South Central Coast and Central Highlands regions strive for an average GRDP growth rate of about 9.5 - 10%/year in the 2026 - 2030 period. The Mekong Delta region, with an average GRDP growth rate of about 9 - 9.5%/year in the 2026 - 2030 period...

The Southeast region strives for an average GRDP growth rate of about 10% per year in the 2026 - 2030 period; develops Ho Chi Minh City into a civilized, modern, dynamic and creative city; an international financial center; has a prominent position in the Southeast Asia region and develops on par with major cities in the Asia region...

The Mekong Delta region strives for an average GRDP growth rate of about 9.0-9.5%/year in the 2026-2030 period.

On the other hand, the report also proposed to adjust, expand the scope and supplement some contents in the development orientation of 4 national dynamic regions, including: Northern Dynamic Region, Southern Dynamic Region, Central Dynamic Region, Mekong Delta Dynamic Region to neighboring areas, which are areas with infrastructure networks that have been and are being invested in, arranging industrial parks, clusters, urban areas, urban areas...

Supplementing the North Central Dynamic Region includes areas along the Eastern North-South Expressway, National Highway 1 and coastal roads, linked to provincial central urban areas, coastal tourist urban areas and coastal economic zones which are industrial centers of the three provinces of Thanh Hoa - Nghe An - Ha Tinh.

Orientation to develop the North Central dynamic region to become a center of petrochemical, metallurgical, mechanical engineering, automobile and supporting industries of the whole country; at the same time, rapidly develop new industries such as electronics, semiconductors, artificial intelligence, digital technology industry, high-tech industries, etc., creating a driving force to promote the socio-economic development of the whole region. Continue to develop marine tourism centers associated with coastal tourist cities. Develop seaports and seaport services, logistics services.

Regarding the adjustment of the National Master Plan for the 2021-2030 period, with a vision to 2050, Minister Nguyen Van Thang said that the plan was adjusted to suit the new context after the rearrangement of administrative units at all levels and the implementation of a two-level local government model.

According to the Minister, the planning has adjusted the GDP growth rate for the 2026 - 2030 period to reach 10%/year or more, the labor productivity growth rate to reach over 8.5%/year; by 2030, GDP per capita will reach about 8,500 USD...
