The referee and VAR (both Thai) did not consider the high kick that hit the opponent's face by The Cong Viettel goalkeeper to be a foul.

The match between Dong A Thanh Hoa and The Cong Viettel in round 19 of the V.League took place on the evening of April 19, with two Thai referees invited to officiate. Mr. Warintorn Sassadee was the main referee. The assistant in charge of the VAR room was Mongkolchai Pechsri. However, these foreign referees still made controversial decisions.

A typical scene was in the second half, when the goalkeeper of Viettel The Cong collided with Thanh Hoa striker Lucas Ribamar. Pham Van Phong rushed out of the penalty area and made a flying kick to clear the ball with his foot. After touching the ball, by inertia, his foot hit the Thanh Hoa striker's face, causing him to fall to the ground.

This is a situation where The Cong Viettel goalkeeper could have received a direct red card for playing the ball in a dangerous way for the opponent. According to the new law of IFAB (the football law-making body), touching the ball first is not the deciding factor in whether this is a foul or not.

In the case where a player touches the ball first and then collides with an opponent, it is still a foul if it is a tackle or the tackle is careless, reckless or uses excessive force. In which, "using excessive force" is defined as the player using more force than necessary (according to the referee's judgment) and/or causing danger to the opponent. The Cong Viettel goalkeeper can completely be considered in this case.

In another interpretation, IFAB classifies "high-footed contact" as dangerous play. A similar incident occurred recently in the FA Cup (England). Millwall goalkeeper Liam Roberts rushed out of the penalty area and made a high-footed clearance that hit striker Jean-Philippe Mateta (Crystal Palace) in the face. The referee showed him a red card after reviewing the video.

In the collision in the match at Thanh Hoa Stadium on the evening of April 19, it can be said that The Cong Viettel was lucky to escape a red card and a direct free kick near the penalty area.

Referees Waringtorn Sassadee and Mongkolchai Pechsri are both FIFA referees. Since 2016, VPF has invited foreign referees to officiate in some important matches during the championship or relegation period in the V.League.
