According to RT, Mr. Razvozhaev announced the attack and called on people to remain calm and wait for more information. There have been no reports of casualties or damage.
Mr Razvozhaev said some debris had fallen near a theatre in the city of Sevastopol, Crimea.
"Sevastopol residents should stay indoors and away from the city center. Those living near military facilities should take shelter immediately if they hear sirens. Another attack may be imminent. Firefighters are extinguishing the fire caused by the attack," Razvozhaev added.
Shortly afterwards, Mr Razvozhaev reassured that "the air threat has ended".
Sevastopol residents said they heard explosions in the sky and saw smoke rising.

The attack came a day after Russia hit cities across Ukraine with rockets and artillery. The Russian attack came as Ukrainian President Volodymyr Zelensky met with US President Joe Biden and US congressional leaders in Washington.
Earlier on September 22, the Russian Defense Ministry announced that it had intercepted "a guided missile and two Ukrainian unmanned aerial vehicles (UAVs)" off the west coast of the Crimean peninsula.
President Zelensky has threatened to “destroy all the ships of the Black Sea Fleet”. Russian warships based in Sevastopol and various locations on the Crimean peninsula have been targeted since Russia launched a special military operation in Ukraine in February last year.
The port city of Sevastopol serves as the main base for Russia’s Black Sea Fleet. Last week, Ukraine was blamed for an attack on a strategic shipyard in Sevastopol that damaged two ships under repair and caused a fire.
