What powers will the public administrative service center at the commune level have?

The Government is drafting a Decree regulating the organization, functions, tasks and powers of specialized agencies under the People's Committees at the commune level.

A notable point is the plan to establish a Public Administration Service Center at the commune level to improve the efficiency of administrative procedure settlement for people, organizations and businesses.

Regarding this content, Mr. Phan Trung Tuan - Director of the Department of Local Government ( Ministry of Home Affairs ) said that in the project of the Government Party Committee submitted to the Politburo, the Party Central Committee initially planned to establish a number of specialized agencies to assist the People's Committees at the commune level. Accordingly, it is expected to establish 3 departments and 1 center for public administrative services.

The agencies are researching and issuing specific regulations in the Government's Decree on specialized agencies at the provincial and communal levels.

Therefore, there will certainly be changes and specific regulations based on the assessment of aspects and factors of population size, natural area, management characteristics, functions, tasks, and specific powers according to the sector and field of each locality.

The Ministry of Home Affairs will also continue to consult with localities to organize a Public Administration Service Center appropriately because the model of this Center is associated with the requirements for handling administrative procedures of people, organizations, and businesses in each locality. Therefore, the question of each commune or many communes sharing a center is still not a final answer.

Previously, at the regular Government press conference in early April, Minister and Head of the Government Office Tran Van Son said that after abolishing the district level, some district officials "basically transferred to the commune level".

The new commune-level model will have a public administrative center to facilitate procedures for people and businesses.

After the dissolution of the district level, in addition to performing the current tasks and powers, the commune level will assume additional powers transferred from the district level.

Administrative procedures previously performed by people and businesses at the district level will soon be transferred to the commune level. Communes will be increasingly applying information technology to shorten the time and better serve people and businesses.
