At this time, the site clearance work for the Tan Phuc - Vong Phan road project is being highly focused on by An Thi district to hand over to the construction unit as soon as possible.
The Tan Phuc - Vong Phan route is 24.3 km long, passing through 3 districts: An Thi, Tien Lu, Phu Cu. Of which, the length through An Thi district is 13.8 km. Of the total 175.6 ha area that must be cleared, An Thi district has 84 ha, including 81.7 ha of agricultural land and 2.3 ha of residential land. Determined to complete the clearance work to hand over to the construction unit to ensure the province's progress, An Thi district has both worked and proactively removed difficulties during the implementation process. Up to now, the district has recovered 81.68 ha/84ha, reaching about 97%, of which recovered agricultural land reached 99.9% of 969/970 households; has paid compensation to 969 households and is paying living support to households whose land has been recovered according to regulations. A household in Tien Phong commune whose land has not been recovered due to land disputes has now received a trial result from the Provincial People's Court.
With great efforts to recover land for the project, in April, Tien Phong commune organized to mobilize and support land acquisition for a household in Binh Xa village, recovering over 6,300 m2 of public land managed by the commune. On April 22, Mr. Hoang Van Oanh's household in Bich Trang village voluntarily demolished a 2-storey house with an area of over 300 m2 to hand over the land for the project. Mr. Oanh expressed his agreement: Right from the time the project was implemented, my family agreed with the land recovery policy. After a period of preparation, the family arranged a new place to live and demolished the house to hand over the land for the project construction.
Comrade Nguyen Duc Thang, Secretary of the Tien Phong Commune Party Committee, said that the commune has 126 households whose land must be recovered in 3 villages, of which 120 households have agricultural land to be recovered and 6 households have residential land to be recovered. Determining that the land acquisition for the Tan Phuc - Vong Phan road project is an important task that must be completed on schedule, the Party Committee and the People's Committee of the commune focused on meetings, agreed on, and implemented many solutions, in which propaganda and mobilization of the people are the main tasks. In the extended meetings of the Commune Party Committee on this content, there was the participation of socio- political organizations and Party cells to widely deploy to cadres, Party members, and members to grasp the policies and regimes to comply with and propagate to relatives and the people to agree.
During the implementation of the project's site clearance work, many difficulties and problems arose beyond the district's authority. Therefore, the district proactively sought solutions and plans to report to the province to ensure the highest benefits for households with land and assets in the project area. Within the site clearance area, 413 graves had to be relocated. Of these, 119 mausoleums and tombs were built of stone, with complex architecture and structure that were not included in the compensation and support prices announced by the Department of Construction, and 15 tombs were not yet ready for reburial. However, with reasonable policies and skillful propaganda and mobilization by the Party Committee and the government, the people agreed to relocate, exhume, and cremate to hand over the site soon. After hiring a consulting unit to determine the price, the district issued a decision approving the property price as the basis for developing a compensation plan and support for the relocation of 119 tombs that were not included in the price list of the Department of Construction. Comrade Nguyen Hung Cuong, Vice Chairman of the People's Committee of An Thi district, said: This is a spiritual issue. Therefore, the district has implemented it carefully and thoughtfully from selecting the location of the new cemetery, organizing the relocation in accordance with local customs before Tet. In addition to the support level, households whose graves have not yet reached the time for reburial will receive an additional support of 12 million VND/grave... For cemetery relocation and expansion projects, the district has completed the land acquisition of 2.96 hectares; announced the recovery of 0.58 hectares of land to build a garbage transfer station. The two locations for building a bridge over the Cuu An River in Ha Le Commune, Tien Phong Commune and a bridge over the Tam Do River in Hoang Hoa Tham Commune, which were assessed by the province as difficult, have been completed by the district.
Regarding the residential land area that needs to be recovered, which is 2.3 hectares of 69 households in 6 communes, the District People's Committee has issued a notice of land recovery, completed the declaration and inventory of land and assets on the land. The People's Committees of the communes have reviewed and approved the origin of the land according to regulations. The District is actively speeding up the construction progress of infrastructure in 5 resettlement areas to arrange resettlement for households whose residential land must be recovered.
Previously, the district proactively allocated 100 billion VND from the district budget to serve the site clearance for these resettlement projects. An Thi district is determined to complete the handover of the entire site before June 30, contributing to ensuring the construction progress of the project, which is considered a "backbone" of strategic significance in the socio -economic development of the province in general and the 3 districts through which the road runs.
