There are currently 26 universities nationwide under the People's Committees of provinces and cities. Some localities do not currently have any affiliated universities. However, after the province merger, many localities have universities named after the old province.

Dak Lak province currently has no university under the province. After merging with Phu Yen to form the new Dak Lak province, Phu Yen University will be under the new province. It is expected that Phu Yen University will be renamed.

Similarly, Ca Mau province currently has no affiliated university. After merging with Bac Lieu province to form the new Ca Mau province, this province has a university that used to belong to Bac Lieu province. However, Bac Lieu province proposed to keep the status quo of Bac Lieu University after merging with Ca Mau province.

According to the consolidated information of the provinces and cities that Tuoi Tre Online has, currently only Dak Lak has proposed to change the name of Phu Yen University, Bac Lieu has proposed to keep the status quo of Bac Lieu University after the merger, other provinces and cities have no information related to their affiliated universities.

Meanwhile, many provinces and cities will have more than one university after the merger. Ho Chi Minh City currently has three affiliated universities including Saigon University, Pham Ngoc Thach University of Medicine and Ho Chi Minh City Academy of Officials.

After merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City will have one more affiliated university: Thu Dau Mot University (Binh Duong).

In the North, Hai Phong city has Hai Phong University. Hai Duong province has Hai Duong University. After the merger, Hai Phong city will have two universities under the city People's Committee.

Da Nang is one of two centrally-governed cities without a university (along with Hue). However, after merging with Quang Nam province, Da Nang city will have a university.

However, many years ago, Danang University (under the Ministry of Education and Training) and Quang Nam province repeatedly discussed the plan to merge Quang Nam University into Danang University.

Many other provinces and cities before the merger did not have universities. After the merger, the province has a university named after the old province.

For example, Hung Yen province has Thai Binh University, Quang Tri province has Quang Binh University, Vinh Long province has Tra Vinh University, Dong Thap province has Tien Giang University, An Giang province has Kien Giang University.

After the merger, many new provinces and cities do not have universities. Besides Hue city, many new provinces and cities after the merger do not have universities such as Lao Cai, Dien Bien, Cao Bang, Son La, Lai Chau, Dien Bien, Thai Nguyen, Bac Ninh, Gia Lai, Lam Dong and Tay Ninh.

Most of these are universities, colleges or university branches under other ministries or sectors located in the province.

Local universities are ineffective.

Except for local universities located in cities, most provincial universities suffer from difficult enrollment, small scale, and ineffective operations.

According to the assessment of the Ministry of Education and Training, higher education institutions under the People's Committees of provinces and cities have not seen much improvement in training scale for many years, and enrollment has encountered many difficulties. The operations of most local schools are ineffective, especially in the context of increased university autonomy.

Most local higher education institutions are small in scale, contributing only 6.3% of the total undergraduate training scale, 3.5% of masters and 1% of doctoral training of the whole system. Only 3 higher education institutions have a scale of more than 10,000 students, while there are 8 higher education institutions with a scale of less than 2,000 students.
