Recently, working with Dan Tri reporter, representative of the Urban Management Department of Le Chan district (Hai Phong city) said that on July 16, the People's Committee of this district issued a decision to administratively fine Kinderworld Vietnam Joint Stock Company (headquartered in Hoang Mai district, Hanoi ), with the amount of 130 million VND.
Kinderworld Vietnam Company is the investor of the Singapore InternationalEducation Complex Project, located on Vo Nguyen Giap Street, Vinh Niem Ward, Le Chan District.
The legal representative of the company is Mr. Tan Teck Yong, and the authorized representative is Mr. Tran Tien Vu.

According to the penalty decision, at 8:00 a.m. on July 11, Kinderworld Vietnam Company organized construction of more than 2,000 square meters of foundations and columns in 2 units of the above project without a construction permit issued by a competent authority.
Also according to the penalty decision, within 90 days from the date of issuance of the penalty decision, Mr. Vu must complete the application for a construction permit from the competent authority and obtain a construction permit.
The application for a construction permit is made in accordance with the provisions of law on licensing and additional documents proving that the administrative penalty has been paid are required.
After this deadline, if Mr. Vu fails to present the issued construction permit, the competent authority will issue a written notice requesting the violating organization to voluntarily dismantle the illegal construction or part of the construction.
Within 15 days from the date of sending the notice, the representative of the organization committing the violation is responsible for forcing the self-demolition of the violating construction work or part of the construction work.
The content of the penalty decision also clearly states that during the time of requesting procedures for a construction permit, if Mr. Vu still constructs the project, he will be fined according to Clause 13, Article 16 of Decree No. 16 of 2022 of the Government , with the highest amount of up to 1 billion VND.
According to the above decision, on July 22, Kinderworld Vietnam Company paid the full fine of VND130 million. Next, on August 2, the company provided the local authorities with the construction permit for the above project in accordance with regulations.
At the meeting, the reporter requested clarification of the following issues: How was local construction supervision carried out that allowed the project to start and be constructed on April 5, but was only discovered on July 11, and then a decision to impose a fine was made 5 days later.
Another content that the reporter requested to be clarified is whether the investor continued construction from July 16 (the time of the penalty decision) to August 2 (the time of the construction permit). Because to the naked eye, the project still showed signs of construction, not following the order to temporarily stop to wait for the construction permit.
If the investor continues construction from July 16 to August 2, he may be administratively fined a second time, with the highest amount being up to 1 billion VND.
In addition, according to regulations, the project must have complete paperwork, including a construction permit, before construction can begin. The investor's construction first and then applying for a construction permit is against the law.
Regarding this content, the representative of the Urban Management Department of Le Chan district admitted that the investor violated regulations.
"The investor has all other legal documents, only lacking a construction permit due to adjusting some details of the project. The investor reported this to the authorities. While waiting for the construction permit to be issued, the investor's construction was against regulations, so we decided to impose a fine," explained a representative of the Le Chan District Urban Management Department.
There are still some issues that need to be clarified as mentioned above. The representative of the Urban Management Department would like to respond later to coordinate with Vinh Niem Ward People's Committee to continue clarifying this issue.

According to information from the People's Committee of Le Chan District, on April 5, KinderWorld International Education Group held a groundbreaking ceremony for Singapore International School in Le Chan District, Hai Phong.
Singapore International School (SIS Le Chan) has an area of 30,414m2, planned as an inter-level school with more than 9,300m2 of construction land, more than 10,000m2 of green land, more than 7,400m2 of concentrated yard land, sports field and more than 3,400m2 of internal traffic land and parking lot.
The school is planned to be built in two phases. The first phase of the school will include the first classroom block and world-class facilities such as a multi-purpose sports complex, swimming pool, football field and auditorium. The school is expected to begin operations in August 2024.
Upon completion of additional classrooms and facilities in phase 2, SIS Le Chan will be one of the Group’s largest campuses in Vietnam, with a capacity of 1,500 students and providing a comprehensive education program from Kindergarten to High School.
