Here, many opinions emphasized the key role of technology in enhancing competitiveness and opening up breakthrough opportunities for the private economy .

Speaking at the forum, Ms. Truong Ly Hoang Phi, Vice President of the Ho Chi Minh City Young Entrepreneurs Association and General Director of IBP Investment Promotion and Enterprise Support Joint Stock Company, said that in the context of the digital age, advantages no longer lie in scale or speed, but depend on the ability to master and apply technology.

This is a factor that can help Vietnam shorten the gap and improve its position if there is support from the Government and proactive spirit from businesses.

The discussion also pointed out many challenges that the private sector is facing, including the shortage of high-quality human resources, difficulties in accessing capital, limitations in commercializing research and protecting intellectual property, and institutional barriers.

To solve this problem, experts propose a comprehensive solution package with five focuses: perfecting the legal framework, expanding capital mobilization channels, developing an open data system, training digital technology human resources, and promoting international integration.

In addition, many specific policy recommendations were also made, including a public-private partnership mechanism in research and technology application, tax incentives for research and development (R&D) activities and venture capital funds. Some opinions emphasized the “reverse ordering” model between institutes, schools and enterprises to directly address the needs of production and business practices.

These proposals are expected to become the “key” to unlocking technological resilience, realizing the spirit of Resolution 57 and Resolution 68, thereby making the private economic sector an important driving force in the country’s sustainable development. The opinions and recommendations will be compiled and presented at the Plenary Session of the Vietnam Private Economic Forum 2025.
