In fact, recently, many large commercial banks such as BIDV , Vietcombank, VietinBank, Techcombank, VPBank... have proactively reviewed and locked accounts showing signs of irregularities, before the regulations are applied synchronously. This is considered a strong measure to clean up the banking account system, while preventing high-tech crimes and financial fraud in the digital environment.
Along with eliminating unauthenticated accounts, authorities are also tightening legal regulations to increase deterrence. Accordingly, the State Bank is building a centralized database of accounts with signs of fraud, and at the same time, a draft decree increases the fine for the act of renting or borrowing accounts to a maximum of 200 million VND, 4-5 times higher than the current level.
Biometric authentication measures are not only applied to personal accounts. From July 1, 2025, business accounts will also be required to carry out biometric identification of legal representatives to be eligible for transactions. Currently, about 711,000 organizational accounts, accounting for 55% of the total, have completed information verification according to the new regulations.
Customer verification and verification are implemented in parallel with the Government's Project 06, with the coordination between the State Bank and the Ministry of Public Security . As of June 13, 2025, the entire banking industry has had more than 117 million customer records biometrically verified through chip-based citizen identification cards or VneID, reaching nearly 100% of the total number of personal payment accounts generating transactions on digital channels.
At the same time, more than 927,000 institutional customer profiles have been biometrically verified, accounting for more than 70% of the total number of institutional payment accounts generating transactions on digital channels.
From a legal perspective, the Ministry of Public Security is proposing to add regulations on criminal handling of individuals who rent or borrow bank accounts to tighten financial security on digital platforms./.
