Therefore, the fine in the form of No O No's case seems not to be "heavy" enough and is nothing compared to the income that this TikToker can earn. Administrative fines are not a strong enough deterrent for TikTokers.

This is a reality that needs to be recognized, as a necessary deterrent in managing social network space today.

In fact, after being banned, TikTokers and YouTubers can create several different TikTok accounts to continue operating. The videos posted on the new channels continue to trend and attract hundreds of thousands, even millions of views.

That makes many people concerned and question the responsibility of service providers such as TikTok, YouTuber... when managing content and content creators on their platforms.

"Returning to the main issue of controlling, censoring, and preventing bad and toxic information that violates community standards and Vietnamese laws on TikTok, although the developer has had certain solutions, bad and toxic information on this platform is still a "specialty" that appears frequently, even being pushed to trends, interacting with millions of people in an extremely dangerous way.

Therefore, it is time for the authorities to take tougher measures against this cross-border social networking platform. If TikTok does not cooperate and does not authorize a legal entity in Vietnam to manage content, there is no reason for us to continue welcoming it.

In addition, the work of creating content on the Internet has become a profession. Therefore, people doing this job need to have skills, be popularized about ethics, laws as well as principles when creating content.

In addition, we also need to have certain censorship steps so that the content they create does not harm the community," Mr. Hung suggested.

Lawyers also believe that it is necessary to review, evaluate and adjust the regulations of the Law on Cyber ​​Security to demonstrate their "realism" more fully, meaning to make them clearer and more specific.

And soon issue decrees and related legal documents to guide and clarify measures to organize the implementation of the Law on Cyber ​​Security. In the long term, based on the specific characteristics of online violations/crimes...

Raising awareness of social network participants

Master Nguyen Van Tam (lecturer at Van Lang University) said that positive information on social networks today is not spread as much and as quickly as negative information.

On a macro level, it is necessary to influence service providers to force them to support content control and prevent negative information.

In terms of algorithms, TikTok, YouTube or Facebook can completely support, for example, informational content that has positive value to the community can be prioritized for display.

For content creators, Mr. Tam believes that this is a job that can bring in a stable income, so people doing this job need to be serious about their work, need to have a plan, and an orientation to exploit content instead of just focusing on "following trends", getting likes, getting views...

In fact, there are many people who create positive, humane content, contribute to society and are recognized and honored by the community.

In addition, Mr. Tam said that the awareness of a part of young people today is "problematic", and social network participants are still "easy" with dirty content.

As in the case of No O No, after each time the channel was locked, the channel created afterwards had even more followers. That is also the reason why many content creators only focus on creating drama (causing controversy - reporter) to attract viewers.

"There are people who participate in social networks who like to gossip and argue... leading to the promotion of "dirty" content to become more popular and appear more often.

"Guiding andeducating the online community's awareness is not easy but extremely important. If the online community has better awareness, does not share, does not interact, and does not report harmful content, then this content cannot achieve the purpose of attracting views and likes," Mr. Tam shared.
