Tuy Phong: Why is public investment disbursement low?

By the end of April 2025, the disbursement of public investment capital in Tuy Phong district only reached 9.9% compared to the assigned capital plan (the 2025 capital of the national target programs has not been disbursed). So what is the reason?

Slow disbursement…

According to the District People's Committee, the disbursement result by the end of April 2025 was 14.2 billion VND/134.7 billion VND, reaching 10.6%, of which the concentrated budget capital: disbursed 5.32 billion VND/28.5 billion VND, reaching 18.7%; Land use fee capital has only disbursed 690 million VND/30.1 billion VND, reaching 2.3%; Lottery capital disbursed 8.2 billion VND/76.1 billion VND, reaching 10.9%. Regarding the disbursement of capital sources to implement the National Target Program in 2025, the total capital plan assigned by the province is nearly 38 billion VND (of which, development investment capital is 29 billion VND and career capital is 8.9 billion VND). Up to this point, the capital has not been disbursed.

Explaining the reason for the slow disbursement rate, the leader of Tuy Phong District People's Committee said that the construction work to disburse capital in the first months of the year mainly focused on completing the volume of works that had advanced the final contract in 2024. For newly started projects, the work of preparing investment procedures and bidding for construction and installation is still in progress, so there is no volume for acceptance and payment of capital disbursement. In addition, the construction progress of some works is still slow due to compensation and site clearance. Determining specific land prices for compensation and removing obstacles in planning work for some works is still slow.

In particular, project preparation work still has many limitations such as: Slow completion of investment preparation documents, slow project appraisal and appraisal, construction drawing design and cost estimates, and slow contractor selection, leading to some projects not being eligible to arrange capital plans for bidding and construction, and not being able to promptly utilize the province's public investment capital. In addition, the review of group C projects over 3 years old to submit to competent authorities for extension is still slow; meanwhile, the district's public investment capital waiting to be allocated is still large, more than 40.8 billion VND, accounting for 45.4% of the capital plan for 2025.

In addition, the merger of the regional State Treasury has affected the capital disbursement work. Localities assigned with the capital plan of the National Target Program have not been really proactive, local leaders have not paid attention, have not focused on drastic implementation, have waited, relied on, and assigned to project management consultants, have not developed a capital disbursement plan to organize implementation as required. At the same time, they have not proactively coordinated with relevant functional sectors to remove difficulties and obstacles in the implementation process.

Removing obstacles in May

In the coming time, the District People's Committee will proactively coordinate with relevant departments in the province to promptly remove difficulties and obstacles in the process of project implementation, strive to allocate all remaining capital sources in detail and disburse the 2025 public investment capital plan to the highest possible level by the end of the district. For completed projects, continue to accelerate the acceptance work, urgently carry out payment and settlement procedures; review and propose additional capital for projects and works that have completed the volume but have not been allocated enough capital; focus on reviewing and handling outstanding debts in basic construction before May 31, 2025.

For transitional projects, continue to accelerate the implementation progress of projects transitioning to 2025, and for projects with completed volume, urgently complete acceptance and payment procedures in accordance with regulations to promptly disburse the assigned capital plan. For projects with allocated capital to start construction in 2025, urgently complete bidding procedures in accordance with regulations, by the end of May 2025 at the latest, bidding procedures must be completed to implement construction and disburse the assigned capital plan. Investors closely follow the direction of the organization to implement the proposed disbursement plan for each project, each month and quarter. Assign leaders to be responsible for monitoring the implementation progress and disbursement of each project, linking the responsibilities of leaders, organizations and individuals to the disbursement results of each assigned project. In addition, focus on removing difficulties and obstacles in site clearance, especially strengthening the work of mobilizing people to implement compensation policies according to regulations. Speed ​​up the progress of determining specific land prices to serve the work of site clearance compensation...

The Chairman of the District People's Committee emphasized: It is necessary to focus on promoting the disbursement of capital for the 3 National Target Programs; the National Target Program owners should strengthen direct work with communes and towns to promptly resolve and remove difficulties and obstacles, in order to speed up the implementation progress and disbursement of the assigned capital plan. Focus on removing obstacles for the Phu Lac Commune Electric Crematorium project to promptly disburse the assigned capital, because this project has a large remaining undisbursed capital, more than 30.5 billion VND (of which, the capital transferred from 2022 - 2024 is 15.13 billion VND and the capital in 2025 is 15.4 billion VND).
