Tuy Phong leverages its internal resources to build new rural areas.

Tuy Phong mountainous commune was formed after the merger of two communes: Phong Phu and Phan Dung. Starting from a low base and facing many socio-economic limitations, the locality is gradually developing its internal resources and exploiting its potential to create transformation in the journey of building a new rural area.

A bright spot in a challenging area.

According to Mr. Huynh Tan Sinh, Vice Chairman of the Tuy Phong Commune People's Committee, the commune has a natural area of ​​444.1 km² , with a scattered population across 6 villages and 5 ethnic groups living together: Kinh, Raglai, Cham, Nung, and Tay. Among them, Phan Dung village is a Zone 2 village with a purely Raglai and Cham ethnic minority population. The area is large, infrastructure is lacking and not yet synchronized, and the lives of the people mainly depend on agricultural production, making them vulnerable to natural disasters.

In 2025, the final months of the year saw successive storms and floods causing severe damage to crops, livestock, and people's property. This was a major disadvantage, directly impacting income and the progress of implementing the new rural development criteria in the locality.

However, despite the difficulties, Tuy Phong still recorded positive results. By 2025, the entire commune reduced the number of poor households by 20, from 110 to 90, achieving a rate of 0.86%, exceeding the assigned target by 0.73%. At the same time, 82 households had their temporary or dilapidated houses replaced, achieving 100% of the plan. The average per capita income is expected to reach 55 million VND/year by the end of 2025.

Agricultural production in the area is basically stable. The crop structure is gradually being adjusted to suit the soil conditions, climate, and market demand. Some key crops such as rice, grapes, apples, and dragon fruit are produced according to VietGAP standards, applying sprinkler irrigation, drip irrigation, and greenhouse technologies, contributing to increased productivity and economic efficiency.

Since the beginning of the year, the commune has coordinated with the Provincial Agricultural Extension Center to implement three agricultural extension models: producing high-quality rice according to VietGAP standards on a scale of 15 hectares, with 35 participating households in Tuy Tinh 2 and Tuy Tinh 1 villages; breeding high-quality rice seeds on an area of ​​3 hectares, with 6 households in Phan Dung village; and raising sheep for breeding adapted to climate change with 105 sheep, implemented in 5 households in Tuy Tinh 1 village. Currently, the Provincial Agricultural Extension Center has provided supplies and implemented the models for the winter-spring crop season.

Along with that, people have boldly shifted their crop structure towards increasing economic value and suitability to natural conditions, such as grapes, apples, and dragon fruit. In particular, the local apple product has been recognized as achieving OCOP 3-star standard...

Efforts to overcome a low starting point.

According to Mr. Huynh Tan Sinh, the new regulations on the criteria for new rural areas have not yet been specifically implemented. Meanwhile, Tuy Phong commune, formed by merging two communes that did not meet the new rural area standards according to the old criteria, faces many difficulties at the starting point after the merger. The locality is currently continuing to review and assess the current status of the criteria based on the existing criteria, while awaiting new guidelines for synchronized implementation.

The biggest challenges currently lie in the criteria related to income, people's living standards, rural infrastructure, and especially the school system. According to the Party Committee's resolution, Tuy Phong aims to have 50% of its schools meet national standards level 1 by 2030, while continuing to review and improve the remaining criteria as prescribed.

Despite its relatively large natural area, the commune's economic conditions and infrastructure remain limited, placing it among the most disadvantaged communes. In recent years, Tuy Phong has received investment to improve agricultural land in the Ta Mu area, but the irrigation system is still incomplete, requiring the mobilization of additional social resources. As a purely agricultural commune frequently affected by extreme weather, Tuy Phong faces the challenge of effectively exploiting its land potential, adapting to climate change, and thereby improving people's income and living standards.

Aiming to achieve the new rural standard by 2030, Tuy Phong commune is focusing on developing specific solutions for each group of criteria and sub-criteria, prioritizing those that directly impact people's lives such as the environment, economy, and social welfare.
