Recruitment of civil servants in public service units under the Vietnam Sports and Physical Training Department in 2025

VHO - Pursuant to Decision No. 1206/QD-TDTTVN dated September 17, 2025 of the Director of the Vietnam Sports and Physical Training Department approving the Plan for recruiting civil servants of public service units under the Sports and Physical Training Department in 2025, the Vietnam Sports and Physical Training Department announces the recruitment of civil servants, specifically as follows:

I. Recruitment criteria :

The recruitment target for civil servants in public service units under the Vietnam Sports and Physical Training Department in 2025 is 52 targets. Specifically as follows:

(1) Synthesis specialist: 06 positions;

(2) Office administration specialist: 06 positions;

(3) Administrative - office specialist: 03 positions;

(4) Communication specialist: 02 positions;

(5) Legal specialist: 01 position;

(6) Human resource management specialist: 01 position;

(7) Accountant (grade III): 01 position;

(8) Administrative - office staff: 01 position;

(9) Cashier: 01 position;

(10) Coach (grade III): 04 positions;

(11) Librarian: 01 position;

(12) Grade III reporter: 02 positions;

(13) Information technology grade III: 01 target;

(14) Film editing technician grade III: 01 position;

(15) Nursing (grade III): 01 position;

(16) Pharmacist (grade III): 01 position;

(17) Doctor (grade III): 19 positions;

II. Standards and conditions for registration

1. People who meet the following conditions, regardless of ethnicity, gender, social status, belief, or religion, can register to apply for civil service recruitment:

- Have Vietnamese nationality and reside in Vietnam.

- 18 years of age or older.

- Have application form.

- Have clear background.

- Have a diploma, training certificate, practice certificate or have aptitude and skills suitable for the job position.

- Physically fit to perform the job or duties.

- Meet other conditions as required by the job position

2. Standards on training and development of candidates:

- Conditions and standards for degrees and certificates for each job position applied for (Appendix 1 attached).

- Have basic information technology skills; use foreign languages ​​appropriate to the job position.

3. The following persons are not allowed to register for civil service recruitment:

- Loss of civil capacity or limited civil capacity.

- Being prosecuted for criminal liability; serving a criminal sentence or decision of the Court; being subject to administrative measures such as being sent to a compulsory drug rehabilitation facility, compulsory education facility, or reformatory school.

III. Application form and recruitment fee

1. Application documents:

a) Application form (Appendix 2 attached to the Notice):

- Each candidate can only apply for one recruitment position.

Candidates for civil service recruitment must submit the application form according to the form (the form and instructions for filling in the form are in Appendix 2 attached) along with 02 4 x 6 photos, photocopies of graduation certificates with academic results (university, master's, doctorate), certificates suitable for the job position, certificates of priority (if any) and 03 stamped envelopes with full name, address, contact phone number; all in 01 file envelope. Candidates for civil service recruitment must fully declare the required contents in the application form up to the time of submitting the form and are responsible for the accuracy of the declared contents in the form.

For diplomas issued by foreign training institutions: When submitting the application, candidates must submit a photocopy of the diploma and transcript (all with Vietnamese translation) and a photocopy of the diploma recognition certificate according to the regulations of the Ministry of Education and Training . In case the diploma is exempted from the diploma recognition procedure according to the provisions of Article 5 of Circular No. 13/2021/TT-BGDDT dated April 15, 2021 of the Ministry of Education and Training stipulating the conditions, order, procedures, and authority to recognize diplomas issued by foreign educational institutions for use in Vietnam, candidates must submit documents proving that the diploma is exempted from the diploma recognition procedure according to the regulations.

b) In case the candidate is a priority subject in civil servant recruitment, it is necessary to submit photocopies of documents proving that he/she is a priority subject, specifically:

- For Heroes of the Armed Forces, Heroes of Labor, war invalids, people enjoying policies like war invalids, war invalids of type B, children of martyrs, children of war invalids, children of war invalids, children of sick soldiers, children of people enjoying policies like war invalids, children of war invalids of type B, biological children of resistance fighters infected with toxic chemicals, children of Heroes of the Armed Forces, children of Heroes of Labor, submit the following documents:

+ Papers confirming “Hero of the Armed Forces”; “Hero of Labor”; “Certificate of family of martyr”; Card (war invalids, sick soldiers, etc.); “Decision on enjoying policies like war invalids”; “Decision on subsidy for resistance fighters infected with toxic chemicals”;

+ Certificate of eligibility for preferential treatment issued by the Department of Labor, War Invalids and Social Affairs at district level or higher.

- For military officers, police officers, demobilized professional soldiers, people working in cryptography who have changed careers, graduates of reserve officer training, graduates of training for commanders of commune-level military commands in the basic military sector who have been awarded the rank of reserve officer and have registered for the reserve officer category, people who have completed their military service, service in the people's police, and youth volunteers: Submit a discharge decision or documents confirming the completion of military service, service in the people's police...

- For ethnic minorities: Submit a birth certificate clearly stating the ethnic minority. If the birth certificate does not clearly state the ethnic group, submit the household registration book and identity card/citizen identification card.

- For union officials who grew up at the grassroots level, in the workers' movement according to regulations of competent authorities: Submit certificates or decisions of competent authorities for proof.

2. Recruitment fee

Pursuant to Circular No. 92/2021/TT-BTC dated October 28, 2021 of the Minister of Finance on the regulations on collection rates, collection, payment, management and use of recruitment fees, examination fees for promotion and rank promotion of civil servants and public employees, the Vietnam Department of Physical Training and Sports will announce the collection rates and payment methods of recruitment fees when announcing the list of eligible candidates for the exam. Candidates must pay the full recruitment fee within the announced deadline to be eligible to participate in the exam.

In case a candidate registers but does not participate in the recruitment, the Vietnam Sports Administration will not return the registration documents and recruitment fees.

IV. Recruitment form and content

1. Recruitment form : Selection

2. Admission content : Conducted in 2 rounds as follows:

a) Round 1: Check the application conditions on the Application Form according to the requirements of the job position to be recruited. If the requirements are met, the applicant will be allowed to participate in round 2.

b) Round 2: Professional exam

- Exam format: Oral exam

- Exam content: Test knowledge and professional skills of candidates according to the requirements of the job position to be recruited.

- Exam time: 30 minutes (candidates have no more than 15 minutes to prepare, not included in exam time).

- Score: 100 points.

V. Priority subjects and determination of successful candidates

1. Priority in recruiting civil servants

1.1. Recruitment targets and priorities:

a) Armed Forces Heroes, Labor Heroes, war invalids, people enjoying policies like war invalids, war invalids of type B: 7.5 points will be added to the results of round 2;

b) Ethnic minorities, military officers, police officers, demobilized professional soldiers, people working in secretarial work who have changed their profession, graduates of reserve officer training, graduates of training for commanders of commune-level military commands of grassroots military branches who have been awarded the rank of reserve officer and have registered for the reserve officer category, children of martyrs, children of wounded soldiers, children of sick soldiers, children of people enjoying policies like wounded soldiers, children of category B wounded soldiers, biological children of resistance fighters infected with toxic chemicals, children of Armed Forces Heroes, children of Labor Heroes: 5 points will be added to the results of round 2;

c) People who have completed military service, public security service, or youth volunteer team members: 2.5 points will be added to the round 2 score;

d) Trade union officials who grew up at the grassroots level and in the workers' movement: 1.5 points will be added to the results of round 2.

1.2. In case a candidate belongs to many priority categories specified in point 1.1, clause 1, section V of this Plan, only the highest priority point will be added to the round 2 score results.

2. Determine the successful candidates in the civil service recruitment exam

a) Candidates who pass the civil servant recruitment exam must meet the following conditions:

- Have a score of 50 points or higher in round 2.

- The second round score plus priority points (if any) are higher, taken in descending order of score in the recruitment quota of the job position.

b) In case there are 02 or more people with the same total score of round 2 plus priority points (if any) in the final quota of the job position to be recruited, the successful person will be the person with the higher result of the general knowledge test in round 1 (if any).

In case it is still not determined, the head of the competent recruiting agency will decide on the successful candidate.

c) Persons who are not recruited in the civil servant recruitment examination prescribed in this clause shall not have their examination results reserved for subsequent recruitment examinations.

VI. Time and place for receiving documents

1. Time

Application submission period: 30 days, from September 18, 2025 to October 17, 2025 (during office hours on weekdays).

- Candidates can register to submit their application in person or by post. Applications submitted after the deadline will be invalid. Applications submitted by post will be considered postmark.

2. Location for receiving application forms

Department of Organization and Personnel, Building B, Vietnam Sports Administration, No. 36 Tran Phu, Ba Dinh Ward, Hanoi.

3. Time and location of the exam

- Time: Expected in the fourth quarter of 2025.

- Location: In Hanoi.

VII. Form of notification to candidates

Candidates visit the Vietnam Sports and Physical Training Department website at https://www.tdtt.gov.vn to update information about the exam including:

- List of candidates eligible for round 2.

- Exam rules.

- Time and location of round 2 exam.

- Exam results and admission results.
