According to data from the Department of Education and Training of Ha Tinh city, in the 2025-2026 school year, the whole area is expected to enroll 15,320 students at the beginning of the school year (including preschool, primary and secondary school) with a total of 510 classes. While the preschool level does not have many fluctuations with the number of 7,838 students, expected 303 classes, the primary and secondary school levels, the number of students entering grade 1 and grade 6 increased compared to the output (grade 5, grade 9).
Specifically, the number of primary school students in the 2025-2026 school year is 3,995, with an expected 123 classes (an increase of 598 students and 17 classes); the number of secondary school students is expected to be 3,487 with 84 classes (an increase of 677 students and 16 classes compared to the 2024-2025 school year).

As in previous years, the number of students increased mainly in the central areas and the reason was the increase in the mechanical population. Ms. Nguyen Thi Minh Chi - Principal of Thach Linh Secondary School informed: "This year, we have 4 9th graders graduating with a total of 160 students, while according to popular data in the area, the expected enrollment plan is 8 6th graders with more than 260 students. Increasing students and classes also means increasing teachers. This is a difficult problem for the school in organizing teaching and learning".
The situation of increasing the number of students entering the school year 2025 - 2026 is also not a new issue in the enrollment season of the 2025 - 2026 school year at Nguyen Du Secondary School. "In the 2024 - 2025 school year, the school has 5 grade 9 classes with a total of 188 students graduating, while the enrollment for grade 6 in the 2025 - 2026 school year is expected to have 8 classes with a total of 336 students (an increase of 3 classes compared to the previous school year). Currently, the school's facilities are well-invested to meet the teaching needs of more than 1,400 students in 32 classes. Our biggest concern is that increasing 3 classes will mean a shortage of 6 teachers, teaching and learning will be very stressful if we do not recruit more," said Mr. Le Ngoc Anh - Principal of Nguyen Du Secondary School.
Increasing the number of incoming students and lack of teachers are also common situations in some primary schools in the central area of Ha Tinh city in the upcoming school year. At Nguyen Du Primary School, there will be 6 5th grade classes graduating with a total of 232 students, of which, in the 2025-2026 school year, the school is expected to enroll 7 1st grade classes with nearly 250 students (an increase of 1 class compared to the previous school year).

Ms. Pham Thuy Huong - Vice Principal of Nguyen Du Primary School shared: "The biggest difficulty of the school in the new school year is the shortage of teachers. According to the regulations of the Ministry of Education and Training , for primary schools teaching 2 sessions/day, the staffing will be 1.5 teachers/class. However, currently, the whole school only has 47 teachers. Thus, to meet the teaching needs of 35 classes, the school is still short of 5.5 teachers."
According to Ms. Huong, the shortage of teachers at Nguyen Du Primary School has been present since the previous school year. To overcome this problem, the school has had to arrange for teachers to work more hours, but that is only a temporary solution. In reality, teaching more hours puts a lot of pressure on teachers, leaving them little time for family and other professional activities...
The increase in the number of students and the number of classes has led to a shortage of teachers in Ha Tinh city. According to the Department of Education and Training, it is forecasted that in the 2025-2026 school year, the whole city will lack 132 teachers. Specifically, preschool level lacks 9 teachers; primary level lacks 60 positions (53 teachers and 7 staff); secondary level lacks 63 positions. Notably, there are 91 positions assigned from the 2024-2025 school year but due to many reasons, including the merger, they have not been recruited.
According to the plan of the City People's Committee, it is expected that enrollment for the 2025-2026 school year in the area will be completed before June 15. Early implementation of enrollment will facilitate the units in the process of merging commune-level administrative units. Early forecasting of the number of students, the number of classes and the shortage of teachers is also a way foreducational institutions and local authorities after the merger to have timely solutions, ready to develop teaching plans for the new school year.
