Propaganda and prevention of the occupation of National Highway 1 for drying agricultural products

The Traffic Safety Committee of Khanh Hoa province has just sent a document to the Provincial Police; People's Committees of districts, towns and cities; Khanh Hoa Newspaper; Provincial Farmers' Association; Road Management Office III.2 requesting propaganda and prevention of the situation of occupying the roadway and sidewalk to dry agricultural products on National Highway 1.

Accordingly, the Provincial Traffic Safety Committee requested the Provincial Police to direct the Traffic Police Department, police of communes, wards and towns to strengthen coordination with the management unit of National Highway 1 to inspect and strictly handle cases of non-compliance, intentional violations, acts of destruction, encroachment, occupation, and illegal use of road infrastructure (using the roadway, sidewalk, and road safety corridor not in accordance with regulations).

The People's Committees of districts, towns and cities shall strengthen the direction of the People's Committees of communes, wards and towns to promote the dissemination of State regulations on ensuring traffic order and safety; promptly handle cases of encroachment, occupation and illegal use of road safety corridors and road land.

Van Ninh District People's Committee directed Van Hung Commune People's Committee to strictly handle cases of non-compliance and intentional violations as reported by the Road Management Office III.2; propagate and mobilize local people to comply with the regulation "not to dry rice, straw and agricultural products on provincial roads and inter-village and inter-hamlet roads, especially on national highways".

Khanh Hoa Newspaper and the Provincial Farmers' Association strengthen the dissemination of laws on ensuring traffic order and safety to all classes of people, especially to officials, members and farmers in the province. The Road Management Office III.2 proactively coordinates with local authorities to inspect and strictly handle cases of non-compliance, intentional violations, acts of destruction, encroachment, occupation and illegal use of road infrastructure.

Previously, the Provincial Traffic Safety Committee received a report from the Road Management Office III.2 on propaganda, urging and directing to prevent the situation of occupying the roadway and sidewalk to dry agricultural products on National Highway 1. According to the document, recently, on National Highway 1 through Van Hung commune (Van Ninh district), there has been a situation where people have occupied the roadway and sidewalk to dry rice, posing a potential risk to traffic safety. According to regulations, individuals who dry rice, straw, stubble, agricultural, forestry and seafood products on the road; or place rice threshing machines on the road will be fined from 200,000 VND to 250,000 VND; and forced to restore the original state.
