Cai Lay Town: Innovation, improvement of quality and effectiveness of Party cell activities

Recently, the Party Committee of Cai Lay Town, Tien Giang Province has identified improving the quality of Party cell activities as both a goal and an important driving force contributing to improving the comprehensive leadership capacity and fighting strength of grassroots Party organizations and the contingent of cadres and Party members.

Currently, the Town Party Committee has 59 branches, grassroots Party Committees and 172 Party Committees directly under the grassroots Party Committees with a total of 3,831 Party members; in the town, there are 4 types of Party Committees (Party Committees of administrative agencies, public service units, Armed Forces; Party Committees of enterprises; Party Committees of hamlets and neighborhoods; Party Committees with Party cells).

PARTY CELL ACTIVITIES ENTER INTO ORDER AND QUALITY

In order for the Party cell activities to be organized and of high quality, and for internal information to be disseminated to Party members on a timely basis every month, Cai Lay Town has agreed on the regular meeting date of the Party cell from the 15th to the 25th of each month, requiring grassroots Party organizations to report the time and date of monthly Party cell activities. At the same time, the Party Committees of the City Party Committee monitor and inspect the implementation, and have a plan to assign cadres and Party Committees in charge to attend Party cell meetings according to the time registered by the Party cells.

Comrade Phan Phung Phu spoke at the conference to review 5 years of implementing Instruction 12 on July 6, 2018 of the Central Organizing Committee on a number of issues on improving the quality of Party cell activities.

Through the reports of grassroots party organizations and the inspection and supervision of party cell activities, every year, Cai Lay Town has over 100% of party cells organizing 12 sessions a year; the ratio of Party cell members participating in party cell activities and party members participating in regular party cell activities is guaranteed, most of the absences have legitimate reasons and are reported to the party cell in advance.

However, there are still a few party members whose compliance with organizational discipline is not high, who are absent without reason, or even voluntarily leave work, leave Party activities, and do not pay Party dues, so their names must be removed according to Article 8 of the Charter of the Communist Party of Vietnam . In cases where party members are absent without reason from the regular Party cell meeting of the previous month, the Party cell will remind and criticize them at the regular Party cell meeting of the following month; in cases where party members voluntarily leave Party activities, leave Party cell work, they will report to their superiors, assign cadres and party members to understand their thoughts and aspirations, and have a plan to encourage and help them, only removing from the Party those party members who truly do not overcome and correct their shortcomings.

At the same time, self-criticism and criticism are important contents in the activities of the Party. This is a fundamental method to consolidate and enhance solidarity and unity within the Party; at the same time, it is an effective measure toeducate and train cadres and Party members to promote strengths and overcome shortcomings and weaknesses.

At the same time, the inspection and supervision work is always directed by the Standing Committee of the City Party Committee to be included in the annual and unscheduled inspection and supervision work program of Party committees and Inspection Committees at all levels to promptly rectify and overcome limitations and shortcomings. The inspection and supervision has promptly pointed out the strengths and weaknesses of the Party organization and Party members that still exist for timely correction, overcoming and correction.

In addition to the Party cell meetings with the above content, the grassroots Party Committee has a plan to lead the Party cells to focus on implementing thematic activities, integrating with monthly regular activities on new policies arising in practice, practical and suitable to the requirements and tasks of the Party cell for the Party cell leaders to implement.

In the activities, most of the Party cells have improved the content, focusing on closely following the tasks and key tasks of each type of Party cell. The content of the activities focuses on discussing and solving important and urgent issues of the grassroots, agencies, units and specific issues related to the tasks of the Party cell, the rights and responsibilities of Party members, closely linking the content of the regular Party cell activities with the results of the implementation of "Studying and following the ideology, morality and lifestyle of Ho Chi Minh", thereby contributing to raising the level of awareness and creating conditions for Party members to understand and properly implement the Party's regulations and the State's laws, while helping Party members to well implement the resolutions of the Party cell and the tasks assigned by superiors.

CONTINUE TO IMPROVE THE QUALITY OF PARTY CELL ACTIVITIES

After 5 years of implementing Instruction 12 dated July 6, 2018 of the Central Organizing Committee on a number of issues on improving the quality of Party cell activities, the Cai Lay Town Party Committee has drawn some experiences. That is, it is necessary to select Party members with sufficient qualities and capacity to participate in the Party cell executive committee; in which, paying attention to the ability to synthesize and summarize the opinions of Party members, knowing how to conclude the discussion contents in the Party cell; having the ability to run the activities according to the provisions of the Party Charter and instructions from superiors.

In addition, the timely direction of the superior Party Committee on the correct implementation of the Party activity process helps the Party cell Secretary improve his understanding and management capacity in regular Party activities, avoid stereotypes or personal opinions, create a spirit of democratic innovation in each Party activity, raise awareness of political ideology, thereby Party members comply with the Party Charter and the Party cell's operating regulations.

Arranging time for Party cell activities is also very important, because Party members in hamlet and neighborhood Party cells are diverse in composition and age, so arranging time to organize activities appropriately and effectively is an important issue that the Party Committee needs to pay attention to. Through inspection and supervision, there are conclusions and instructions for Party cells to promptly overcome limitations and shortcomings in implementing the regime and quality of Party activities; focusing on training, fostering, and improving professional skills in Party building work, especially the leadership, direction, and management capacity of Party cell members and Party cell secretaries...

Based on the achieved results, Member of the Provincial Party Standing Committee, Secretary of Cai Lay Town Party Committee Phan Phung Phu said that in the coming time, it is necessary to strengthen the Party spirit and compliance of cadres and Party members; regularly consolidate strong Party cells, enhance the spirit of solidarity and responsibility, promote democracy and well implement the principle of democratic centralism, words go hand in hand with actions to create trust.

In particular, the Party cell strengthens information and propaganda on the Party's policies, resolutions and regulations so that Party members promptly and deeply understand the contents and new documents. Practice shows that if the Party cell Secretary is not active, creative, experienced, has low prestige and the Party Committee is not strong, the Party cell will find it difficult to be strong.

Therefore, the team doing Party cell work must be focused on training, fostering, and equipping with more professional knowledge and Party building work. At the same time, proactively and flexibly innovate and adapt to the development conditions of society and the working and labor environment to improve the effectiveness of Party cell activities and improve the quality of Party members.

At the same time, special attention should be paid to the work of developing party members with a specific plan, assigning party members to train and introduce outstanding people. Building strong party committees and party cells will contribute to improving the leadership capacity and fighting strength of grassroots party organizations and the contingent of cadres and party members, contributing to preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the party...

The Party cell continues to study and apply in-depth the content of Instruction 12 of the Central Organizing Committee, especially focusing on studying and selecting to include 3 contents in monthly Party cell activities: (1) On promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle and regulations on exemplary responsibility of cadres and Party members in regular activities; (2) self-criticism and criticism, maintaining discipline and order in the Party; (3) pressing issues, socio-economic development, national defense and security contents in the area into the political tasks of the Party cell to lead cadres, Party members and people in the place of residence and work to implement.
