Purpose
In order to specify the goals, tasks, and solutions to effectively implement the Development Strategy of the Vietnam Bank for Social Policies to 2030 issued together with Decision No. 05/QD-TTg dated January 4, 2023 of the Prime Minister (hereinafter referred to as the Strategy), in accordance with the socio -economic development situation and social policy credit activities in the province.
Serve as a basis for the branches of the Social Policy Bank, relevant departments, branches, socio -political organizations receiving the trust, People's Committees of districts, cities and District Social Policy Bank Transaction Offices to develop action programs, specify the contents of the Strategy implementation plan according to functions to direct and organize the implementation of specific tasks of their units.
Strengthen the leadership and direction of local Party committees and authorities in implementing and allocating resources for social policy credit, creating conditions for the People's Credit Fund at all levels to effectively implement policy credit programs throughout the province.
Serve as a basis for organizing inspection, supervision, interim review, final review, and evaluation of experience in organizing the implementation of the Strategy.

Fully and deeply grasp the viewpoints, goals, tasks and solutions set forth in the Strategy to unify the implementation plan; fully deploy the main tasks and solutions in the Strategy; monitor the implementation process; evaluate the results of implementing specific goals in each stage, the level and ability to achieve the goals of the Strategy.
Specify the responsibilities of the Departments, branches, sectors, socio-political organizations receiving the trust, relevant agencies and units in directing and monitoring the implementation of the Strategy; focus on solving key and key issues; demonstrate the proactiveness and creativity of the Executive Board - Board of Directors of the VBSP at all levels, the VBSP and the coordination between units inside and outside the VBSP in implementing the Strategy.
Enhance the role, responsibility and operational efficiency of Party Committees, People's Committees at all levels and sectors in directing and implementing social policy credit to ensure consistency, feasibility and effectiveness; identify social policy credit as an important solution to implement the Party and State's guidelines, policies, goals and tasks on economic growth in parallel with implementing social equity and implementing national target programs; consider this as one of the key tasks associated with implementing tasks and plans for local socio-economic development, contributing to the successful implementation of the goals set out in the Resolution of the 14th Provincial Party Congress.
1. General objectives
Concentrate resources and direct the organization and effective implementation of social policy credit programs according to the policies and orientations of the Central Government and the province in each period; develop the VBSP in a stable and sustainable direction, while maintaining its role as a public financial institution, implementing the Government's social credit policies.

Improve the operational capacity of the Vietnam Bank for Social Policies to truly be an effective tool for implementing the State's policy credit to support rapid and sustainable poverty reduction, contributing to the successful implementation of national target programs on poverty reduction, job creation, social security and new rural construction in the province.
2. Specific goals
Increase resources for the VBSP to implement social policy credit programs. Specifically:
- Strive to increase the average annual growth of social policy credit capital in the province by about 10%, so that by 2025, the social policy credit capital invested in the province will reach about 3,800 billion VND and by 2030, it will reach about 6,000 billion VND.
- Based on the actual revenue situation and depending on the conditions and ability to balance the local budget, every year, priority is given to arranging local budgets at all levels to entrust capital sources for lending to the poor and other policy subjects, striving to achieve about 15% of the total credit balance growth of the VBSP branches. In particular, striving by 2025, the entrusted capital from local budgets at all levels will reach 6-8% of the total social policy credit capital lent in the area and striving by 2030, the entrusted capital from local budgets will account for about 10-12% of the total social policy credit capital in the area.
Effectively implement social policy credit programs assigned by the Government and localities; effectively carry out propaganda work so that 100% of the poor and other policy beneficiaries in need and eligible have access to comprehensive financial products and services provided by the Vietnam Bank for Social Policies.
Well implement the work of consolidating and improving the quality of operations and credit quality, ensuring the overdue debt ratio is below 2% of total outstanding debt.
Regularly pay attention to training, fostering, improving professional qualifications and ethics for the staff and employees of the Social Policy Bank and strengthen training for staff participating in the implementation of social policy credit to meet the requirements of the task.
Well implement the inspection and supervision work of the Representative Board (BDD) of the Board of Directors (BOD) of the Social Policy Bank at all levels; enhance the role of supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations.
Strongly apply information technology, modernize the bank. Deploy digital banking platform applications, develop appropriate products and services, modernize the management and administration of the Social Policy Bank to better serve policy subjects, contributing to the implementation of the Government's National Digital Transformation Program and the Information Technology Strategy of the Vietnamese banking sector to 2025 with a vision to 2030.
3. Tasks and solutions
Strengthening the Party's leadership over social policy credit
All levels and sectors continue to effectively implement Directive No. 40-CT/TW dated November 22, 2014, Conclusion No. 06-KL/TW dated June 10, 2021 of the Secretariat and Directive No. 67-CT/TU dated April 23, 2015 of the Provincial Party Committee Standing Committee on strengthening the Party's leadership over social policy credit; Plan No. 59-KH/TU dated July 22, 2021 of the Provincial Party Committee Standing Committee on implementing Conclusion 06-KL/TW and Plan No. 5863/KH-UBND dated October 27, 2021 of the Provincial People's Committee on implementing Decision 1630/QD-TTg dated September 28, 2021 of the Prime Minister. Identifying social policy credit as one of the important tools and solutions of the Party and State in implementing national target programs on poverty reduction, job creation, new rural construction, and ensuring social security. Enhancing the role and responsibility of local Party committees, authorities, and socio-political organizations in implementing social policy credit.
Promote the role and responsibility of supervision and social criticism of the Vietnam Fatherland Front and socio-political organizations in implementing social policy credit.
Concentrate resources on the Vietnam Bank for Social Policies to effectively implement social policy credit programs.
Actively mobilize capital from the Central Government to invest in poor households and other policy beneficiaries in the province; increase mobilization of deposits from organizations, individuals, capital sources from the state budget, charitable capital sources, temporarily unused capital sources of social organizations; non-budgetary capital sources of departments and branches at all levels deposited in the Vietnam Bank for Social Policies to create resources for implementing social policy credit. Strive for an average annual growth rate of loan capital of about 10%, to reach 3,800 billion VND by 2025 and about 6,000 billion VND by 2030.
Every year, the People's Committees at all levels balance and prioritize the allocation of local budgets entrusted to the VBSP to achieve and exceed the planned targets assigned by the Central Government; ensuring that by 2025, local budget capital will reach 6-8% of total social policy credit capital (about 220-280 billion VND) and by 2030, it will reach 12-15% of total social policy credit capital in the locality. Research and develop mechanisms, policies and investment projects from capital entrusted from local budgets for specific subjects in the locality, contributing to socio-economic development and implementation of national target programs in the locality.
Organize campaigns for the poor to social organizations, businesses and individuals to mobilize additional capital for social policy credit.
Well implement assigned social policy credit programs
The VBSP closely coordinates with local authorities at all levels and socio-political organizations entrusted with the implementation of quality and effective social policy credit programs to promptly meet capital needs for production and business, create livelihoods, improve the lives of the poor and other policy beneficiaries, contribute to the implementation of poverty reduction goals, build new rural areas, develop the economy - society in ethnic minority and mountainous areas, and ensure social security.
Linking the implementation of policy credit with the policies and orientations of the province and each locality on economic restructuring, agricultural and rural development; paying attention to investing policy credit capital in effective production and business models, attracting labor, creating jobs. Effectively integrating social policy credit with agricultural, forestry, fishery, industrial extension activities, technical support, technology transfer, and product consumption, to help borrowers use loans for the right purposes, effectively contributing to poverty reduction and new rural construction in the area.
Continuously improve the quality of operations; regularly consolidate and improve the quality of credit, the quality of entrusted operations, the quality of operations of the Savings and Loan Group to make policy credit operations increasingly stable and sustainable. Strive for annual overdue debt to be lower than or equal to the national average.
Regularly review risky debts due to objective reasons, complete documents, submit to competent authorities for timely and accurate consideration and handling to help poor households and policy beneficiaries overcome difficulties, restore production, create livelihoods, and stabilize their lives.
Maintain and promote the effectiveness of the organizational model and method of managing specific policy credit.
Promote the role and responsibility of the Board of Directors of the Vietnam Bank for Social Policies at all levels in advising, directing, inspecting, and supervising the implementation of the State's preferential credit policies and effectively and efficiently managing the Vietnam Bank for Social Policies.
Effectively carry out management work from provincial to grassroots levels, proactively concretize and effectively implement programs, plans, resolutions and assigned tasks.
Strengthen the role and responsibility of the Chairman of the People's Committee at the commune level, the participation and supervision of the Village and Ward Chiefs in managing credit capital sources in the area to promote the effectiveness of capital sources, improve the quality of social policy credit; do a good job of investigating, identifying and confirming loan recipients.
Socio-political organizations at all levels enhance their role in implementing social policy credit, the quality of entrusted activities, ensure good management of social policy credit activities, focus on inspection, supervision and guidance on effective use of loans.
Regularly improve, consolidate and improve the quality of the Savings and Loan Groups' operations; strengthen training, coaching, fostering and improving the capacity of the Savings and Loan Group Management Board, effectively perform the roles and responsibilities in implementing the tasks assigned by the VBSP; focus on strengthening inspection, supervision and support for borrowers to use loans for the right purposes and effectively. Strive to have over 95% of Savings and Loan Groups classified as good or fair, with no Groups classified as weak.
Maintain and improve the quality of transaction activities at Commune Transaction Points, focus on human resources, equipment, and promote the application of information technology to ensure safe and effective transactions. Focus on doing a good job of propaganda, publicizing policies and results of implementing social credit policies at Commune Transaction Points to promote the people's supervisory role in implementing social credit policies with the motto "understanding people's hearts, serving wholeheartedly".
Improve the quality, effectiveness and efficiency of the inspection and monitoring system.
Strengthen inspection and supervision work at all levels and sectors; improve the quality and effectiveness of inspection and supervision by the Board of Directors at all levels and the internal control and inspection work of the People's Credit Fund.
Promote the supervisory role of the Vietnam Fatherland Front and socio-political organizations at all levels in implementing social policy credit; the role of the people as subjects in community supervision; socio-political organizations receiving authorization to strengthen inspection and supervision of subordinate associations and unions; improve the quality of inspection of loan use and supervision of the activities of Savings and Loan Groups.
Diversify products and services with modern features, reasonable costs, suitable for customers of NHCSXH
Implement, propagate and guide the use and application of products and services of the VBSP to the people and customers, especially customers in rural areas, remote areas, low-income people, disadvantaged people, small businesses, and cooperatives, in order to effectively implement the National Comprehensive Financial Strategy approved by the Prime Minister in accordance with the activities of the VBSP.
Pay attention to ensuring security and safety in operations, creating trust for customers and protecting users. Focus on widely deploying to the people the application software of the Social Policy Bank such as financial management, VBSP SmartBanking service...
Focus on developing high-quality human resources to meet mission requirements
Coordinate the recruitment of qualified and competent NHCSXH staff with the ability to apply science and technology to improve service quality for policy beneficiaries.
Strengthen training and coaching to improve the qualifications of the staff and employees of the Social Policy Bank, who are good at their profession, have good professional ethics, and are able to apply information technology and advanced and modern working methods.
Focus on planning, training, arranging and assigning staff with sufficient qualifications, capacity, prestige and health to meet task requirements.
Coordinate training for officers doing entrustment work, officers of the Savings and Credit Group to improve knowledge and skills in implementing social policy credit.
Improve capacity to manage and handle risky debt
Implement regulations on debt classification, risk provisioning, and guidance on handling risks due to objective causes strictly, appropriately, and for the subject, ensuring publicity and transparency.
Regularly grasp the economic situation, debt repayment ability of borrowers, and reasons for customers' risks to coordinate in preparing documents to request timely, accurate, and objective handling of risky debts in accordance with regulations, in order to promptly support customers in overcoming difficulties, restoring production, and stabilizing their lives.
Promoting the application of information technology to meet the development requirements of the People's Credit Fund
Timely and fully deploy regulations and roadmap for information technology application to meet the digital transformation and modernization requirements of the VBSP.
Invest in and upgrade information technology systems according to industry orientation to diversify products and services and improve operational quality.
Implement security, safety and confidentiality solutions to ensure continuous and smooth operations.
Strengthen communication work of the People's Credit Fund; continue to review and simplify procedures for handling work.
Actively coordinate with local and central press and radio agencies to promote the dissemination of policies, guidelines, and results of implementing social policy credit in the area; disseminate the role of social policy credit in achieving the goal of poverty reduction, job creation, social security, and new rural construction; the rights and obligations of customers when borrowing capital; and typical examples of effective capital use. Focus on communicating to remote, isolated, ethnic minority, and particularly disadvantaged areas.
Comply with regulations on procedures for handling work and creating favorable conditions for service objects of the Social Policy Bank, at the same time strengthen inspection and supervision by state management agencies and people over social policy credit activities.
Implementing organization
Assign responsibilities to departments, branches, sectors, socio-political organizations receiving the trust, agencies, units, the Board of Directors of the Social Policy Bank at all levels, and the People's Committees of districts and cities in directing, coordinating and monitoring the implementation. Specifically:
1. Provincial People's Credit Fund Board of Directors
- Assign the Provincial People's Committee to direct, monitor, urge and supervise the implementation of this Plan; establish a Steering Committee to implement the Strategy.
- Develop annual inspection and monitoring programs and plans, including inspection, assessment and monitoring of progress and implementation status of the Strategy.
- Directing the preliminary review, final review and drawing lessons from the implementation of the Strategy.
2. Departments, branches, sectors, socio-political organizations receiving the assignment, relevant agencies and units
- Well implement Directive No. 40-CT/TW dated November 22, 2014, Conclusion No. 06-KL/TW dated June 10, 2021 of the Secretariat and Directive No. 67-CT/TU dated April 23, 2015, Plan No. 59-KH/TU dated July 22, 2021 of the Provincial Party Standing Committee and Plan No. 5863/KH-UBND dated October 27, 2021 of the Provincial People's Committee on implementing Decision 1630/QD-TTg dated September 28, 2021 of the Prime Minister.
- Based on the content and tasks assigned in detail in Appendix 1 and Appendix 2 attached to this Plan, proactively review, develop plans, specify tasks and solutions to effectively organize the implementation of the Strategy. In addition, it is necessary to research and propose policies, projects, and plans for socio-economic development, poverty reduction, and job creation of the province in combination with the implementation of social policy credit, contributing to socio-economic development and effective implementation of national target programs in the area.
3. State Bank Provincial Branch
Perform state management functions according to authority and regulations of law, including strengthening supervision and periodic and unscheduled inspection of the activities of the People's Credit Fund.
4. Provincial Radio and Television Station, Ninh Thuan Newspaper
Coordinate to promote the implementation of propaganda work on the role and results of social policy credit in implementing the goals of poverty reduction, job creation, ensuring social security and building new rural areas; the rights and obligations of customers when borrowing capital; typical examples of effective capital use.
5. Proposing the Vietnam Fatherland Front Committee and socio-political organizations to accept the assignment
- The Vietnam Fatherland Front Committees at all levels continue to perform well the function of supervision and social criticism of social policy credit activities. Continue to mobilize the "For the Poor" Fund; study and propose that the Vietnam Fatherland Front Committee supplement the regulation that the "For the Poor" Fund at all levels is deposited at the Vietnam Bank for Social Policies to have more resources to support and help the poor.
- Socio-political organizations direct the implementation of the work of receiving the trust of the VBSP; closely coordinate with the VBSP in consolidating and improving the quality of policy credit; promote the dissemination and propaganda of the Party and State's policies to all classes of people, especially poor households and policy beneficiaries; coordinate with the Department of Agriculture and Rural Development, the Department of Labor - Invalids and Social Affairs to effectively integrate the VBSP's loans with the application of science and technology and vocational training.
6. People's Committees of districts and cities
- Develop an action plan to effectively implement this Plan.
- Annually, balance and prioritize the allocation of local budgets entrusted to the Social Policy Bank to supplement capital sources for lending to poor households and key subjects in the locality to achieve and exceed the plan assigned by the Provincial Social Policy Bank's Board of Directors.
- Direct and organize the review and identification of poor households, near-poor households and other policy beneficiaries in the area as a basis for borrowing capital from the Vietnam Bank for Social Policies.
- Direct relevant sectors and organizations to closely coordinate with the Vietnam Bank for Social Policies in managing and improving the effectiveness of social policy credit. Direct the effective implementation of agricultural, forestry, fishery extension, and vocational training so that poor households and other policy beneficiaries can access and gradually improve the effectiveness of using social policy credit capital.
7. Provincial Social Policy Bank
- Establish a Steering Committee Working Group to implement the Strategy to advise and assist the Steering Committee in organizing the implementation of the Strategy.
- Based on the content of the Strategy Implementation Plan and assigned tasks according to Appendix 1 and Appendix 2 attached to this Plan, develop a specific Action Program into the annual and 5-year action plan and program to effectively organize the implementation of the Strategy in the area.
- Advise the People's Committee, the Provincial People's Committee and the Board of Directors of the Social Policy Bank to direct and coordinate with relevant departments, branches and units to implement tasks and solutions to complete the goals set out in this Plan.
- Periodically synthesize reports to competent authorities on the results of Strategy implementation.
- Advise the Provincial People's Committee, the Provincial People's Credit Fund's Board of Directors to organize a preliminary and final review of the implementation of the Strategy in the province and propose rewards for collectives and individuals with outstanding achievements in implementing the Strategy.
Based on the contents of the Plan, the Provincial People's Credit Fund's Executive Board, departments, branches, socio-political organizations, the Provincial People's Credit Fund, People's Committees of districts, cities and related units shall implement./.
