The draft Project is built on the principle of being consistent with the socio -economic situation, the development orientation of the province and inheriting and effectively using resources for outdoor advertising development. The new planning is researched and built on modern computer software, applying digital technology, advanced means in management; at the same time, clearly stipulating technical standards, locations, number of billboards, advertising space arrangement plans on routes and areas. The Project is expected to be divided into 3 implementation phases: Phase 2024 - 2025 to overcome the current situation; 2025-2028 to implement; 2028-2030 to complete and orient the next period. Regarding investment capital, for the commercial advertising system, 100% of the capital of organizations, individuals, and enterprises will be used (not using the state budget); For the propaganda and agitation system and the propaganda system combined with commercial advertising, it will call for socialization and use of provincial capital.
Comrade Nguyen Long Bien, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the meeting.
Concluding the meeting, the Vice Chairman of the Provincial People's Committee requested the Project drafting unit to continue editing and perfecting the draft in the direction of specifying the principles for implementing the Outdoor Advertising Plan and giving special priority to favorable locations for visual propaganda billboards serving the political tasks of the province. He requested that localities and relevant departments and branches develop plans to review and handle billboards that are not in accordance with the plan after the Project is approved.
