The Provincial People's Committee works with the French Development Agency on implementing projects sponsored by the agency.

The project consists of two components: Component 1 invests in the construction of embankments around Song beach, embankments on the west bank of Thach Han river and the north bank of Vinh Phuoc river, the improvement of the drainage system of Trung Chi lake, the improvement of the drainage system downstream of Khe May lake, and the improvement of low-income areas. Component 2 provides technical assistance and capacity building, including support for urban development planning, climate change adaptation, flood management, investment program implementation activities, and pilot city programs to implement the green growth urban development plan in Vietnam.

Regarding the implementation progress, for component 1, the construction package for the project of Improving low-income areas - the traffic category has handed over the site of 60/67 routes to the contractor, the drainage category is expected to be awarded in May 2025. Some other packages under component 1 are expected to complete the selection of contractors and award the contract in June 2025. For component 2, the bidding package will be opened on May 9, 2025.

Giving opinions at the meeting, AFD Director in Vietnam Hervé Conan suggested that, in order to speed up the progress of implementing the items of the Project, the People's Committee of Dong Ha City, the investor, should pay attention to completing all requirements for site clearance (GPMB) and handing over the clean site to the construction unit as soon as possible. AFD also agreed on the method of allowing GPMB to be implemented in a rolling manner in each phase, ensuring that the GPMB is completed in a standard manner, minimizing complaints and lawsuits from the people before handing over to the construction unit.

At the same time, he emphasized that in the current period of many changes in administrative organization, the two sides need to strengthen coordination to speed up the implementation progress of some items of the two components of the project, from now until June 30, 2025, striving to sign as many contracts as possible to ensure implementation progress.

Concluding the meeting, Acting Chairman of the Provincial People's Committee Hoang Nam thanked AFD for its interest in supporting the province in implementing the Project as well as for its positive feedback on the issues proposed and recommended by the investor to set out directions for implementing the Project in the coming time.

The Acting Chairman of the Provincial People's Committee affirmed that the Provincial People's Committee will continue to pay attention to directing the Dong Ha City People's Committee to urgently implement the contents agreed by both parties, ensuring that the disbursement progress of the Project is not interrupted.

At the same time, he committed to ensuring the rights of beneficiaries as well as minimizing the impact on people when implementing the Project's activities. The Acting Chairman of the Provincial People's Committee also agreed with AFD's view that it is necessary to pay attention to completing and shortening necessary procedures but must ensure strict and legal processes, not cutting corners. He requested the Dong Ha City People's Committee to speed up the implementation of procedures before submitting to the sponsor.

Regarding AFD's concerns about changes in administrative unit arrangement, the Acting Chairman of the Provincial People's Committee affirmed that this change will not disrupt any activities related to organizations, citizens, works, and projects. At the same time, he requested relevant departments and branches to coordinate with localities to review programs and projects to propose management organization plans when the two-level government takes effect from July 1, 2025.

For this project, the Provincial People's Committee will carefully consider it with the view of putting the project's goals first to have a suitable solution, ensuring smooth implementation.
