The Provincial People's Committee deploys tasks and solutions to improve a number of administrative reform indicators of Hung Yen province.

On May 26, the Provincial People's Committee held a conference to evaluate the results of 2022 and deploy tasks and solutions to improve a number of administrative reform indicators of Hung Yen province. Comrade Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee, First Deputy Head of the Provincial Steering Committee for Administrative Reform (PAR) chaired the conference.

In 2022, the Provincial People's Committee will synchronously implement administrative reform solutions, especially the application of information technology in management, operation and settlement of administrative procedures of people and businesses. According to the results announced by central ministries, branches and relevant organizations, the Administrative Reform Index (Par Index) of Hung Yen province ranked 12th out of 63 provinces and cities nationwide, maintaining the same position as the previous year; the Satisfaction Index of people and organizations with the service of state administrative agencies (Sipas) ranked 6th out of 63 provinces and cities nationwide; the Public Administration and Governance Performance Index (Papi) ranked 11th out of 63 provinces/cities, down 6 places compared to the previous year. Among the administrative reform component indexes, the score for direction and operation increased by 8.12% compared to 2021; Building and improving the quality of cadres, civil servants and public employees increased by 6.65% points; administrative procedure reform increased by 5.95% points. However, some indicators decreased in points such as: Institutional reform decreased by 25% points; administrative apparatus reform decreased by 5.42% points; building and developing e-government and digital government decreased by 20.26% points compared to the previous year...


At the conference, representatives of the Department of Administrative Reform ( Ministry of Home Affairs ) analyzed the results of the assessment of the province's Par Index, Sipas, and Papi indicators in 2022; compared the results of 2022 with 2021 and compared with the general level of the whole country; recommended to the province the contents and solutions to improve the rankings and scores of the indicators in 2023 and the following years.


Concluding the conference, Comrade Nguyen Duy Hung, Vice Chairman of the Provincial People's Committee, requested leaders of agencies, units and localities in the province to seriously evaluate the results of administrative reform in 2022, especially the shortcomings and limitations to have timely and appropriate solutions. Continue to effectively organize the implementation of the province's directives, resolutions and plans on administrative reform, improve the effectiveness of governance and public administration, in which the role and responsibility of heads of administrative agencies at all levels in directing and implementing administrative reform tasks. Urgently carry out the task of reforming administrative procedures, improving the investment and business environment; resolutely implement the province's Digital Transformation Program and digitize and handle administrative procedure records on the online public service portal at level 3 and level 4, and pay for public services without using cash. Continue to streamline the payroll in conjunction with rearranging the organizational apparatus and restructuring the staff, civil servants and public employees according to job positions to ensure the right roadmap; reduce public service units. Localities seriously implement the improvement of governance and public administration efficiency, especially environmental governance and service quality for the people and businesses. Strengthen the inspection of administrative reform and public service to improve administrative discipline and order. The province strives to maintain and continue to promote the results of administrative reform in the following years.
